Scope
GB/T 38076-2019 is the English-translated version of 输油管道环境风险评估与防控技术指南.
GB/T 38076-2019 is a technical guide to environmental risk assessment and prevention and control for oil pipelines.
Clause 1 states that it provides procedures and methods for the identification and assessment of the risk of sudden environmental events, called environmental risks in the text, on onshore oil pipelines, together with technical guidance and recommendations on environmental risk and emergency management, leakage prevention and emergency environmental response, that it applies to the environmental risk assessment and prevention and control of onshore crude oil and long-distance pipelines, and that it does not apply to the stations and oil depots attached to oil pipelines.
The contents list clause 4 as general, clause 5 as environmental risk assessment, clause 6 as environmental risk and emergency management, clause 7 as leak prevention and clause 8 as leakage environmental emergency disposal.
Six appendices follow, one normative on the analysis of the risk control level (M) and five informative ones on the pipeline environmental risk assessment data collection list, the outline of the pipeline environmental risk assessment report, the daily patrol inspection content, the third party damage warning system and the leakage environmental emergency response method, with a reference list at the end.
Clause 2 cites GB/T 19285, GB/T 21447, GB/T 21448, GB/T 23258, GB/T 27699, GB 32167, GB 50253, SY/T 6064, SY/T 6713, SY/T 6826, SY/T 6827, SY/T 6828, SY/T 7037 and TSGD7003.
Clause 3 defines the long-distance pipeline, as pipes for the transportation of commercial media, crude oil and refined oil, between the place of origin, the storage and the user, rewritten from GB/T 34275-2017, and environmental risk, as the probability of a sudden environmental event and the degree of harm that may occur, taken from HJ 941-2018.
The draft on the page stops at the end of clause 3, so clauses 4 to 8 are not shown. The standard is proposed and managed by the National Oil and Gas Standardization Technical Committee (SAC/TC355). It was issued on 2019-10-18 and has applied since 2020-05-01.
