Scope
GB/T 36499-2018 is the English-translated version of 基于GHS标签的消费品风险评估指南.
GB/T 36499-2018 is a guide to assessing the chemical risk of consumer products that carry GHS hazard labels. It sets out the terms, the principles of the assessment and the assessment process, so that the hazard shown on a GHS label can be weighed against the exposure a consumer actually receives in use.
Its definitions cover consumers, consumer products, the risk of a chemical substance, chronic health hazards such as carcinogenicity, reproductive toxicity and repeated-exposure target organ toxicity, foreseeable misuse and reference values.
It builds on GB 13690 and on parts 23, 24 and 26 of GB 30000 for the hazard classes it considers. Manufacturers, importers and inspection bodies can use it when deciding how a labelled product should be assessed. It was issued on 13 July 2018 and has applied since 1 February 2019.

3.1 Consumer
People who use consumer goods directly.
3.2 Consumer products
A chemical that allows consumers to have a certain amount of exposure and exposure time because of use.
Note: Mainly involved in detergents, deodorants, waxes, paints, adhesives, household insecticides, etc. Pesticide residues in pharmaceuticals, food additives, cosmetics and foods The substances are managed in accordance with drug management regulations and agricultural chemicals management regulations.
3.3 Risk of chemical substances
The probability of causing adverse effects in human health or living organisms in the exposure of this chemical substance.
Note: The level of risk depends on the inherent hazard characteristics of the chemical and the "quantitative exposure" of the human or organism in the exposure scenario.
3.4 Chronic health hazard
Health hazards such as carcinogenicity, reproductive toxicity and specific target organ toxicity (repeated exposure) caused by consumer products.
3.5 Foreseeable misuse
Limited to long-term/repeated exposures caused by non-accidental consumption of consumer products.
3.6 Reference value
For comparison with exposure, there is no estimated magnitude of adverse effects even after repeated exposure for a long period of time.
