China's national standard for the security technology systems installed at ports. It specifies the overall requirements and system configuration, the subsystems and their integration, the security control centre, and the inspection, acceptance and maintenance requirements, and it applies to passenger terminals, terminals handling dangerous goods and other port facilities. A port is an awkward thing to secure. It is large, mostly open, operating around the clock, and its whole purpose is to move goods and people across the boundary between land and sea - which is also the boundary that security exists to control. It sits under the international ISPS regime as well as domestic law, so its arrangements have to satisfy foreign flag states and their inspectors. And its subsystems - video, access control, intrusion detection, patrol management, vehicle and container screening - are installed at different times by different contractors. The requirement that carries the most weight in this standard is therefore integration: the subsystems must work as one, presented to one control room.
