1 Scope

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Heavy rainfall heavy rain
Rainfall is concentrated, intense or prolonged precipitation. Easily lead to waterlogging, small river floods, flash floods, landslides, landslides and so on disaster.
3.2 Waterlogging
A natural disaster caused by overuse of water, over-soaking of soil, or flooding of the ground.
3.3 Mountain torrent
In the hilly area, surface runoff caused by heavy rainfall, sudden melting of ice and snow storm and storm surges in small watersheds.
3.4 Small-sized rivers flood
The phenomena of rapid water level rise in middle and small rivers caused by heavy rainfall, flash melt snow and storm surges.
3.5 Landslide
