GB/T 34283-2017 fixes the interface between the management platform of the national emergency early warning information release system and the terminal management platforms that connect to it.

Clause 1 applies the standard to the access of terminal management platforms to that system's management platforms at every administrative level.

Its contents list names a preface, the scope, normative references, terms and definitions, a single technical clause on the requirements and specifications for a terminal management platform to connect to the management platform, then a normative Appendix A giving the information coding rules for exchanges between the two platforms together with examples, a normative Appendix B with the coding rules for each field of a warning message, an informative Appendix C with worked examples of warning codes used by the management platform, and a list of references.

Clause 3 defines the entities involved: early warning information is the advance notice or situation notice issued by the responsible unit according to the degree of harm an event may cause, its urgency and how it is developing, and generally carries the type of emergency, the warning level, the start time, the area that may be affected, the measures to be taken and the issuing body.

The same clause defines the release of that information as its public issue through the national system by an authorized unit following the relevant laws, administrative regulations and the procedures of the higher authority, and describes the national emergency early warning information release system as a platform built jointly by central, provincial, municipal and county government to disseminate warnings accurately and broadly to emergency responders and the public.

It also separates the two platforms being joined: the management platform is the subsystem that handles collection, verification, issuance, review, release strategy configuration and the upward and downward transmission of warning information, while the terminal management platform manages the release terminals and typically has to send warning content to them, retrieve the result of each release and monitor the real-time status of the terminals.

Clause 2 cites GB/T 2260-2007 on administrative division codes as a normative reference.

The standard was proposed by the China Meteorological Administration, falls under the National Technical Committee on Meteorology (SAC/TC 346) and was drafted by the Public Weather Service Centre of the China Meteorological Administration, which also acts as the National Early Warning Information Release Centre. It was issued on 7 September 2017 and has applied since 1 April 2018.
