Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document replaces GB/T 30692-2014 "Specification for improving the safety of escalators and moving walks in use" and is incompatible with GB/T 30692-2014 In addition to structural adjustments and editorial changes, the main technical changes are as follows.

a) Added the term "machine space" and its definition (see 3.2);

b) Changed the definition of the term “authorized person” (see Section 3.4, 3.1 of the 2014 edition);

c) The list of major hazards has been modified (see 4.2, 4.2 of the 2014 edition);

d) Added safety protection requirements for inspection covers composed of multiple covers (see 5.2.1);

e) Added examples of delimiting lines highlighting the trailing edge of steps (see 5.3.2);

f) Added technical requirements for the location of electrical safety devices for missing steps or pedals (see 5.3.5);

g) The technical requirements for working brakes have been changed (see 5.4.2.1 and 5.4.2 of the 2014 edition);

h) The technical requirements for additional brakes have been changed (see 5.4.2.2, 5.4.2 of the 2014 edition);

i) Added technical requirements for drive chain electrical safety devices (see 5.4.3);

j) The technical requirements for anti-skid devices have been changed (see 5.5.2.3, 5.5.2.3 of the 2014 edition);

k) Added technical requirements for anti-pinch devices for apron panels of different shapes (see 5.5.3);

l) The technical requirements for handrail speed monitoring have been changed (see 5.6.1, 5.6.1 of the 2014 edition);

m) Added technical requirements for the breaking strength of handrails for public transportation escalators or moving walkways (see 5.6.4);

n) Added the anti-slip grade requirements for comb support plates and floor treads (see 5.7.1);

o) Changed the technical requirements for standing areas within the machine space (see 5.8.2, 5.8.2 of the 2014 edition);

p) The technical requirements for stop switches have been modified (see 5.8.5, 5.8.5 of the 2014 edition);

q) Added a section on transport (see 5.10);

r) The technical requirements for basic protection (protection against direct contact) have been changed (see 5.11.2, 5.11.1.2 of the 2014 edition);

s) The technical requirements for grounding protection have been changed (see 5.11.4, 5.11.1.4 of the 2014 edition);

t) Added technical requirements for motor protection (see 5.12.1.1);

u) Added technical requirements for the protection of electrical safety devices (see 5.12.1.2);

v) Added technical requirements for electrical safety devices and functions (see 5.12.2);

w) Added technical requirements for indicating the position of the emergency stop switch (see 5.12.3.1.1);

x) Changed the technical requirements for portable maintenance control devices (see 5.12.3.2.1, 5.12.2.1 of the 2014 edition);

y) Changed the installation conditions of vertical protective baffles (see 5.13.1.3, 5.13.1.3 of the 2014 edition);

z) The technical requirements for unobstructed areas have been modified (see 5.13.1.4, 5.13.1.4 of the 2014 edition);

aa) The technical requirements for the net height of the equipment room have been changed (see 5.13.2.4 and 5.13.2.6 of the 2014 edition);

ab) Additional measures are added to prevent the outer part of the handrail from falling (see 5.13.4);

ac) Changed the technical requirements for passenger safety signs that convey relevant information to users (see 5.14, 5.14 of the 2014 edition);

ad) Added technical requirements to prevent shopping carts and/or luggage carts from entering escalators or moving walkways (see 5.15.3).

Introduction

0.1 GB 16899 "Safety Specification for the Manufacture and Installation of Escalators and Moving Walkways" was first issued on July 2, 1997 and This document will be implemented from February 1, 1998.This document will be based on the safety standards for escalators or moving walks manufactured and installed in accordance with GB 16899-1997.

The safety level is compared with the latest safety technical requirements of escalators and moving walkways.

Many were manufactured and installed in accordance with the safety technical requirements applicable at the time, which are lower than the current latest safety levels.

New technologies and social expectations have driven the continuous development of safety technology, resulting in different product safety levels in different periods, and the differences between users and authorized users.

Authorities want to achieve a mutually acceptable level of security.

Furthermore, since escalators or moving walkways have a longer service life than most other transportation and construction equipment, this means that Some of the escalators or moving walks that have been installed and are in use may lag behind the current safety standards in terms of design, performance and safety.

At this level, these escalators or moving walks in use need to be modified to reduce the risks involved and meet the safety requirements of this document.

NOTE 1 Modification in this document generally includes repair and transformation.

Note 2.If the escalator or moving walk is manufactured and installed before the implementation of GB 16899-1997, but does not comply with the provisions of GB 16899-1997, A risk assessment may be required to determine whether modifications or complete replacement are necessary, in addition to the requirements in this document.

Note 3.Due to the escalator or moving walk itself or the design of the building, it may be difficult to fully achieve the current safety level.

However, the purpose of this document is to improve the safety level of escalators or moving walks in use as much as possible.

0.2 This document categorizes various hazards and hazardous conditions and analyzes each hazardous condition using a risk assessment method (see Appendix A); Provides the correct method to improve the safety of escalators or moving walks in use, so that they can be gradually and selectively improved to the current level.

Latest safety level (see Chapter 5); Evaluate the safety of escalators or moving walks in use according to the probability and severity of each risk.

The full level and determine the safety measures to be taken (see Table B.2 in Appendix B); list high, medium and low risks, and propose step-by-step reduction measures The correct approach to risk (see Table B.2).

a) A reasonable and feasible1) approach based on risk level (high, medium, low) and social and economic factors, through a screening process (see Appendix A) to determine their respective implementation procedures;

c) The maintenance unit and/or inspection and testing agency engaged in escalator or moving walkway shall inform the escalator or moving walkway of the following information.

The owner's safety level when using escalators or moving walkways;

d) The owner of the escalator or moving walkway shall improve the safety level of the escalator or moving walkway in use according to c) Safety of escalators or moving walks.

0.4 Appendix B can be used to inspect escalators or moving walks in use, identify hazards and determine the correct safety measures.

If the identified hazardous conditions are not within the scope of this document, the risk must be evaluated in accordance with GB/T 20900.

1) “Reasonable and practicable” means. what is reasonable and practicable is determined by the severity of the harm caused by the risk and the difficulty and cost of eliminating or reducing the risk.

If the difficulty and cost are high, but the risk assessment shows that the risk level is not high, then no action is required; on the other hand, On the other hand, if the risk level is high, action is necessary regardless of the cost.

Note. An accelerating moving walkway usually refers to a moving walkway in which the pedals or belts have different running speeds along their running paths during normal operation.
