Scope

GB/T 30662-2024 is the English-translated version of 招聘会服务规范.

GB/T 30662-2024 sets requirements for the holding of recruitment meetings by human resources service agencies, and covers both the on-site event and the online event. The document lays down the requirements for the service agency, the staffing, the venue and the facilities and equipment, the service requirements, the service process, and the service evaluation and improvement, and it applies to the on-site and online recruitment meetings that such agencies run. Three terms are defined: the on-site recruitment meeting, the online recruitment meeting and the regular recruitment meeting held on a cycle. The requirements on the agency take in the premises and office equipment, the organising capacity, the rules for running meetings, a safety management responsibility system with an emergency plan, a review mechanism for the information released, a channel for complaints and reports, the examination of the material submitted by employers, and the protection of client information with the management of records. The service process runs from advance preparation through the periods before, during and after the meeting to the handling of a cancelled or altered meeting. Clauses on safety and hygiene, on information protection, and on evaluation and improvement close the document, and Annex A sets out the advance preparation. It replaces the 2014 edition, whose title named only the on-site event.

1 Scope

The document specifies, for the holding of a recruitment meeting, the requirements for the service agency, the staffing, the venue and the facilities and equipment, the service requirements, the service process, and the service evaluation and improvement.

It applies to the on-site recruitment meetings and the online recruitment meetings run by human resources service agencies, referred to in the document as service agencies.

3 Terms and definitions

3.1 On-site recruitment meeting: an activity matching the supply and demand of human resources, at an agreed time and place, at which employers and job seekers are brought together to talk and to choose one another.

3.2 Online recruitment meeting: an activity matching the supply and demand of human resources, at an agreed time and on an information technology platform such as the internet, at which employers and job seekers are brought together to talk over the network and to choose one another.

3.3 Regular recruitment meeting: an on-site or online recruitment meeting held on a cycle.

4 Requirements for the service agency

4.1 The agency has the premises and the office facilities and equipment needed to provide recruitment meeting services.

4.2 The agency has the organising and coordinating capacity for a recruitment meeting of the corresponding size.

4.3 The agency draws up rules for organising and running recruitment meetings, together with the internal rules that the development of recruitment meeting services calls for.

4.4 The agency establishes a responsibility system for the safety management of recruitment meetings, and draws up and keeps up to date an emergency plan for unexpected events.

4.5 The agency establishes a review mechanism for the information it releases; it maintains a convenient and effective mechanism for handling complaints and reports, and publishes an effective means of contact.

4.6 The agency examines the truthfulness and the lawfulness of the material submitted by the employers.

4.7 The agency establishes a system for protecting client information and a system for managing the records of the recruitment meeting. An agency holding online recruitment meetings also establishes a network and information security management system and discharges its network security protection duties.

4.8 An agency holding online recruitment meetings has a network information technology platform, and draws up a platform service agreement and platform service rules, setting out the rights and duties over entry to and withdrawal from the platform, the assurance of service quality, the protection of the rights of job seekers, and the protection of personal information.

5 Staffing

5.1 According to the size and the form of the recruitment meeting, the agency provides the corresponding number of full time staff, technical specialists and support staff with their several duties. Full time customer service staff are provided.

5.2 The staff of a recruitment meeting receive pre-employment training and are familiar with recruitment meeting services.

5.3 For an on-site recruitment meeting the ratio of the number of staff on site to the number of recruitment booths is not lower than one to ten, and the staff have public safety awareness and the ability to handle a public safety incident. The on-site staff of a regular recruitment meeting stay relatively stable.

5.4 For an on-site recruitment meeting, dedicated hygiene management staff and security staff are provided.

6 Venue, facilities and equipment

6.1.1 The area of the venue suits the size of the on-site recruitment meeting; the public area apportioned to each booth is not less than 5 square metres.

6.1.2 The venue meets the hygiene standards and requirements of GB 37488 for public places, and has the materials and equipment for basic public hygiene and safety and a dedicated area for emergency isolation and handling.

6.1.3 Each hall has at least two safety entrances and exits; the safety entrances, exits and passages carry clear signs, the passages are wide enough for evacuation and are kept clear.

6.1.4 A slow entry passage and security check facilities and equipment are provided.

6.1.5 A service enquiry desk is set up in a prominent position and the service signs are clear and visible.

6.1.6 The venue and the facilities meet the fire safety codes, with clear signs prohibiting open flames and smoking.

6.1.7 Public safety publicity material or notice boards are put out.

6.1.8 A booth plan is placed in a prominent position at the entrance of the on-site recruitment meeting, marking the layout of the booths, the passages and the emergency evacuation routes.

6.1.9 Emergency broadcasting and lighting facilities are provided and kept working.

6.1.10 Public toilets are provided and clearly signed.

6.1.11 Network technical support providing information services to the on-site recruitment meeting should be available.

6.2.1 For an online recruitment meeting, a network information system suited to holding the meeting is provided, with matching stable network bandwidth and storage, able to carry out the submission of material, the release of information, human machine interaction and remote video.

6.2.2 The following software facilities are provided: a) an intrusion detection system, which monitors the network traffic and detects and blocks potential threats; b) a security gateway, which protects the network boundary and prevents malicious software and other network threats from entering the internal network.

6.2.3 Network security and the security of the key equipment meet the relevant requirements of GB/T 22239 and GB 40050.

7 Service requirements

7.1.1 When employers are canvassed to take part in a recruitment meeting, the type, the size, the participants and the other information about the meeting are made known to them truthfully and clearly.

7.1.2 Employers applying to take part are required to submit truthful information, including their business licence, address, means of contact and recruitment notice; the agency verifies and registers it, builds a registration file and verifies and updates it periodically.

7.1.3 Job seekers are provided with information on the posts, the recruitment conditions and the booth positions of the employers.

7.1.4 The job seeking and recruitment information released is kept up to date. Where such information fails the review, notice is given promptly with an explanation.

7.1.5 Safe, orderly, warm and attentive service is provided to the employers and job seekers taking part, and their enquiries are answered carefully.

7.1.6 Complaints and reports from employers and job seekers are accepted and handled promptly and properly, and the opinions and suggestions of those served are collected.

7.1.7 A service ledger is kept, recording truthfully those served, the course of the service and its result, so that the record can be traced.

7.1.8 The material relating to the recruitment meeting is collected, sorted and filed promptly.

7.1.9 For an online recruitment meeting, customer service staff and network technical specialists are provided separately: the customer service staff help with platform registration, enrolment and the submission of information; the network technical specialists provide account services, technical advice and related services, and are responsible for the stability of the network platform and for the security of the data.

7.2.1 An on-site recruitment meeting meets the requirements of the departments concerned with human resources and social security, public security, fire safety, market supervision and public health.

7.2.2 At an on-site recruitment meeting the number of people entering is known and controlled in good time by suitable means.

7.2.3 The security staff of an on-site recruitment meeting patrol inside and outside the hall and guide those attending in an orderly way. Safety and fire problems found are dealt with promptly. Suspicious persons or suspicious objects found are reported at once and dealt with properly.

7.2.4 The security and hygiene management staff of an on-site recruitment meeting know exactly where the nearest designated emergency medical institutions are, so that a sudden medical event can be dealt with promptly.

7.2.5 Unlawful acts by employers, such as employment discrimination and false recruitment, are stopped; serious cases are reported to the authorities concerned promptly.

7.2.6 Improper gain is not sought from employers or job seekers by deception, violence, coercion or other improper means.

7.3.1 The personal identity numbers, ages, sexes, addresses and means of contact collected, and information such as the operating position of the employers, are not disclosed, altered, damaged, sold unlawfully or unlawfully provided to others.

7.3.2 Encryption and desensitisation techniques are used to protect the security of employer and job seeker information.

7.3.3 For an online recruitment meeting, technical measures or other necessary measures are taken to secure the service network, the information system and the user information.

7.3.4 Network monitoring and data backup and recovery are carried out periodically, so that the data stays secure.

8 Service process

8.1 The advance preparation of the recruitment meeting is given in Annex A.

8.2.1.1 Before the meeting the information about it is released and publicised, covering at least: a) the name of the recruitment meeting; b) the organiser, the co-organiser and the host unit; c) the time and place or the network platform, and the form of the meeting; d) the content of the meeting and who may take part; e) the size of the meeting; f) the means of enquiry and contact; g) for a regular recruitment meeting, also the cycle and any special session.

8.2.1.2 Employers are canvassed and the formalities for taking part are completed, as follows: a) invite the employers; b) review the material of the employers taking part, covering at least the recruitment notice of the employer, the business licence of the employer or the document by which the authority concerned approved its establishment, and the identity document of the person handling the matter together with the letter of authority of the employer; c) review the truthfulness and lawfulness of the recruitment information, require the employers taking part to submit identity documents for the person handling the matter and sign an undertaking as to the truthfulness of the information; d) complete the formalities for taking part and issue the participation credentials or assign an account and password; e) sort and examine the post information of the employers and release it.

8.2.1.3 Employers are told to observe the following recruitment rules: a) publish truthfully the name of the unit, its address, its means of contact and the posts, the numbers, the conditions and the basic labour remuneration offered; b) the recruitment information is to be truthful, lawful and compliant, is not to contain discriminatory content as to nationality, race, sex or religious belief and is not to contain restrictive content unrelated to the post, and the posts and their requirements are to match the actual working environment and the duties of the post; c) those recruited are to meet what the laws and regulations lay down; d) no fee is to be charged to job seekers under any name, and there is to be no deception or other way of seeking unlawful gain; e) the material and information of a job seeker are not to be released or disclosed, and the technical or intellectual results of a job seeker are not to be used, without the job seeker consenting.

8.2.1.4 The carrying out of the work plan is checked: a) help the employers to set up their booths on site or their displays online; b) inspect and accept the hardware and software facilities of the recruitment meeting; c) inspect and accept the carrying out of each work plan; d) where meals are served at the recruitment meeting, sign a food safety agreement with the catering supplier as well.

8.2.1.5 For an on-site recruitment meeting the relevant formalities are completed with the public security and fire departments of the place where the activity is held.

8.2.1.6 For an online recruitment meeting the functions of the network platform are tested.

8.2.2 During the meeting: the recruitment activity is supervised and managed throughout; the management of recruitment information is strengthened; complaints are handled and advice given; the lawful rights of employers and job seekers are protected. Close attention is paid to the meeting and contact kept with the public security and fire departments, anything abnormal being coordinated and dealt with promptly. Unexpected events of every kind are dealt with promptly. Order is maintained at the on-site recruitment meeting, broadcasting is provided for emergencies and the meeting service work is carried out. The safety of the on-site recruitment meeting is patrolled, with particular attention to the entry and exit passages, the fire fighting equipment, the electrical wiring and the ventilation system. The stability of the network platform of the online recruitment meeting and the availability of its functions are assured, and data security is monitored continuously.

8.2.3 After the meeting: the effect of the recruitment meeting and the satisfaction with it are assessed. At an on-site recruitment meeting the employers and job seekers are guided out in an orderly way, and the material concerned is patrolled for, collected and dealt with properly. The information and material relating to the recruitment meeting are sorted and filed promptly.

8.3 Where a recruitment meeting is cancelled or altered for any reason, the following are done: a) publish a notice of the cancellation or the alteration in the media in which the information about the meeting was originally released, an online recruitment meeting also publishing a notice in a prominent position on the network platform; b) inform the units already enrolled through several channels, such as telephone, text message and electronic mail; c) post a notice of the cancellation or alteration at the time and place originally fixed, or publish it on the network platform; d) where the venue, the network platform, the cycle or the content of a regular recruitment meeting needs to be adjusted, carry the change out after completing the alteration formalities, in the light of local requirements.

9 Service evaluation and improvement

9.1 A complaints telephone number, an electronic mail address and a service public account are set up and published, so that opinions and suggestions on the recruitment meeting are learned promptly, and a satisfaction survey is carried out.

9.2 Social evaluation activities are carried out, covering the relevant requirements of Clauses 4 to 8.

9.3 Complaints from employers and job seekers are handled properly, the content of the service evaluation is studied carefully, and improvement measures are drawn up and carried out.

Annex A Annex A (informative) Advance preparation of a recruitment meeting

A.1 For a regular recruitment meeting an annual plan is drawn up, covering the cycle, the type, the time, the place, the size and the participants of the meetings.

A.2.1.1 For an on-site recruitment meeting, a plan for canvassing exhibitors and a construction plan for the display frames and the other facilities are drawn up from the annual plan.

A.2.1.2 A layout plan of the booths and the service facilities is drawn up, covering at least: a) the safety exits and the evacuation passages; b) the number and position of each booth; c) the position of the on-site service departments, such as the meeting group and the security group; d) the position of the fire fighting facilities, the toilets and the other public facilities.

A.2.1.3 A plan for explosion prevention, security and traffic safety is drawn up, covering at least: a) the public security measures; b) the arrangement of the person in charge of public security and the requirements of the post; c) the alarm and evacuation measures for an emergency; d) the protective measures for particular groups such as older talent and people with disabilities.

A.2.1.4 A fire safety plan is drawn up, covering at least: a) the fire safety measures; b) the person responsible for fire safety and the division of duties; c) the evacuation measures for an emergency.

A.2.1.5 Emergency plans are drawn up for the following: a) congestion at an entrance, an exit or a passage; b) the discovery of a suspicious person or object; c) the outbreak of a fire; d) a power failure or other emergency in the hall; e) the collapse of a display board or a display frame; f) the interruption of the recruitment meeting for any reason; g) prevention of terrorism and theft; h) an earthquake or another natural disaster; i) conduct that disturbs the order of the place, hinders the running of the on-site recruitment meeting or may endanger the personal safety of those present; j) prevention of a regional infectious disease; k) an injury or illness, or the discovery of an infectious disease; l) where catering is provided, a catering supply and food hygiene safety plan as well; m) any other safety hazard.

A.2.2.1 For an online recruitment meeting the work plan covers at least: a) the network technical service platform; b) the plan for running the online recruitment meeting and the related technical plan; c) the plan for the information security and information protection of the job seekers and the employers; d) the emergency plan for a network failure; e) the plan for verifying, registering and managing the information.

A.2.2.2 A mechanism for the analysis and feedback of the data of the online recruitment meeting is established, so that the recruitment result is improved promptly.

A.2.2.3 A working mechanism and a handling plan for complaints and reports are established.
