Scope
GB/T 28599-2020 is the English-translated version of 化妆品中邻苯二甲酸酯类物质的测定.
GB/T 28599-2020 is the Chinese national method for determining phthalate esters in cosmetics.
It carries three procedures: gas chromatography-mass spectrometry in selected ion monitoring mode, which is the arbitration method, high performance liquid chromatography, and gas chromatography, each with its principle, reagents, extraction and clean-up, instrument conditions, external standard calibration and detection and quantification limits.
All three now cover 24 esters, from dimethyl and diethyl phthalate to di(2-ethylhexyl), di-n-octyl, dinonyl and didecyl phthalate, whose names and CAS numbers are listed in Appendix A. The mass spectrometric and gas chromatographic methods take liquids, perfumes, creams, lotions, gels, essential oils, nail polish and solid cosmetics, while the liquid chromatographic method no longer accepts nail polish.
It replaces GB/T 28599-2012, was issued on 29 September 2020 and has applied since 1 January 2021.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB/T 28599-2012 "Determination of Phthalate Substances in Cosmetics", and is consistent with GB/T 28599-2012 The main technical changes are as follows.
---The scope of application of the standard has been revised, and the matrix types of cosmetics applicable to the three measurement methods have been improved. The second method (high performance liquid chromatography)
Spectroscopy) removed the base of nail polish cosmetics; in addition, the first method (gas chromatography-mass spectrometry) and the second method (high performance liquid Chromatography) The determination of target substances has increased from 22 to 24, and the third method (gas chromatography) has increased the determination of target substances from 18 Increase to 24 types;
---Modified the sample preparation process and measurement conditions in the standard analysis step;
---Modified the detection limit and quantification limit of the standard first method (gas chromatography-mass spectrometry), unified the second method (high performance liquid chromatography)
Method) The detection limits and quantification limits of different cosmetic bases.
1 Scope
This standard specifies the gas chromatography-mass spectrometry (GC/MS), high performance liquid chromatography of phthalate substances in cosmetics (HPLC) and gas chromatography (GC) determination methods.
This standard applies to the determination of phthalate substances in cosmetics. The first method of gas chromatography-mass spectrometry is applicable to The determination of 24 phthalate substances in liquids, perfumes, creams, lotions, gels, essential oils, nail polishes, and solid cosmetics is an arbitration law;
The second method HPLC method is applicable to 24 kinds of phthalate esters in water, perfume, cream, lotion, gel, essential oil and solid cosmetics Determination of substances; the third method gas chromatography is applicable to 24 kinds of liquids, perfumes, creams, lotions, gels, essential oils, nail polishes, and solid cosmetics Determination of phthalates.

3.1 Principle
After the cosmetics are extracted and purified, they are determined by gas chromatography-mass spectrometry. Use selected ion monitoring mode (SIM) scanning to ensure The retention time and the abundance ratio of the fragments are qualitative, and the external standard method is quantified.
3.2 Reagents and materials
Unless otherwise specified, only use chromatographically pure reagents. The containers and transfer devices used in the test should avoid using plastic materials.
3.2.1 Water, GB/T 6682, Class I.
3.2.2 N-hexane.
3.2.3 Methanol.
3.2.4 Dichloromethane.
3.2.5 Ethyl acetate.
3.2.6 Standard products of 24 phthalate ester substances. dimethyl phthalate, bis(2-methoxy)ethyl phthalate, phthalate Diethyl phthalate, bis(2-ethoxy)ethyl phthalate, diallyl phthalate, diisopropyl phthalate, dipropylene phthalate Esters, diphenyl phthalate, dibenzyl phthalate, butyl benzyl phthalate, diisobutyl phthalate, phthalic acid Dibutyl ester, bis(2-butoxy)ethyl phthalate, dipentyl phthalate, diisopentyl phthalate, n-pentyl isophthalate Amyl ester, dicyclohexyl phthalate, bis(4-methyl-2-pentyl) phthalate, dihexyl phthalate, diheptyl phthalate, Di(2-ethyl)hexyl phthalate, di-n-octyl phthalate, dinonyl phthalate, didecyl phthalate, the purity is greater than 99%, or a mixed standard solution with a certificate of standard material. The English name and CAS number of phthalate esters standard substances are attached Record A.
3.2.7 Standard stock solution. accurately weigh 50mg (accurate to 0.0001g) of each standard phthalate substance and place it in the same beaker.
