Scope
GB/T 28284-2012 is the English-translated version of 节水型社会评价指标体系和评价方法.
GB/T 28284-2012 sets the evaluation index system for water-saving society building, defines the content of each index and its calculation method, and recommends an evaluation method.
Clause 1 applies it to the review of water-saving society achievements of provincial administrative regions, including autonomous regions and municipalities, and of prefecture-level administrative regions, and adds that county-level administrative regions may use it for reference.
The body has four clauses, on the scope, on the constitution of the evaluation system, on the connotation and calculation methods of the indexes and on the appraisal of a water-saving society.
Five annexes follow, informative ones on the analytic hierarchy process calculation and evaluation, on evaluation partitioning, on pairwise comparison judgment matrices and on reference weights for the indexes, and a normative one giving a worked example of a pilot evaluation, with a list of references at the end.
Clause 2.1 states the five principles for selecting indexes, namely that they be scientific and comprehensive, covering every side of water-saving society building with as few indexes as possible, that they reflect both the overall level and the classified water-saving situation, that they be independent of one another, that they be comparable domestically and internationally, and that they combine quantitative measurement with qualitative description where quantification is not yet possible.
Clause 2.2 then sorts the indexes into six classes, comprehensive indexes covering economic development and the sustainable use of water resources, agricultural water indexes, industrial water indexes, domestic water indexes, water ecology and environment indexes, and water management indexes.
The draft breaks off at the end of clause 2.2, so the individual indexes and their formulas are not visible. The page puts the standard forward from and places it with the Ministry of Water Resources.

1 Scope
This standard specifies the evaluation index system of water-saving society, defined the content and index calculation method recommended by the evaluation method.
