Foreword

This document conforms to GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting is scheduled. This document replaces GB/T 27402-2008 "Laboratory Quality Control Standards for Plant Quarantine". Compared with GB/T 27402-2008, Apart from structural adjustments and editorial changes, the main technical changes are as follows:

a) Added "Identification and Traceability", "Reference Object", "Standard Sample", "Sample", "Standard Method", "Method Validation", "Method Confirmation", and "Review". The terminology and definitions (see 3.2, 3.3, 3.4, 3.6, 3.7, 3.8, 3.9, 3.12) have been revised, and "plant quarantine laboratory" and "isolation trial planting" have been changed. 2.8 in the.2008 edition).

b) Added "General Requirements" (see Chapter 4);

1 Scope

GB/T 27402-2026 is the Chinese national standard covering quality control in a plant quarantine laboratory. A wrong identification here either lets a pest into the country or stops a legitimate shipment at the border, and both are expensive. It fixes the requirements on the facilities and environment, the equipment and its calibration, the reagents and reference materials, the competence and training of the analysts, the method validation and the quality control that runs alongside routine work. It replaces GB/T 27402-2008, one of the four GB/T 2740x laboratory quality standards revised together in this batch. It was issued on 28 January 2026 and has been in force since 1 March 2026, replacing GB/T 27402-2008. The document is under the responsibility of the Standardization Administration of China. 3 Terms and Definitions

The terms and definitions defined in GB/T 20478 and GB/T 27025 apply to this document.

3.1 plant quarantine laboratory A laboratory engaged in the detection, identification, assessment and treatment of harmful organisms in plants or plant products.
