Scope
GB/T 23645-2009 is the English-translated version of 乘用车用燃料电池发电系统测试方法.
GB/T 23645-2009 fixes the test methods for the fuel cell power system of passenger cars, covering the terms and definitions used in testing, the precision requirements for test instruments, the pre-test preparation, the test conditions and the performance test methods.
Clause 1 names the tests the standard covers, a routine performance test, a starting characteristic test, a steady-state characteristic test, a rated power characteristic test, a peak power characteristic test and a dynamic response characteristic test, and states that the standard is applicable to proton exchange membrane fuel cell power systems for passenger cars.
The contents run 1 Scope, 2 Normative References, 3 Terms and Definitions, 4 Precision Requirements of Test Instruments, 5 Pre-test Preparation and Test Conditions and 6 Performance Test Methods, closing with Appendix A, normative, Relevant Calculation Formulas, and Appendix B, informative, Test Report.
Clause 2 cites GB/T 18384.3-2001 and GB/T 20042.1, and clause 3 defines the net output power of the power system, the output power of the stack less the power consumed by the auxiliary system, and the efficiency of the fuel cell stack, which is to be calculated with the low calorific value of hydrogen.
Clause 5 requires each system of the power system to be complete and able to run normally on an external hydrogen source, requires a reliable security assurance system, forbids any topping up of coolant and humidification water during the test, and makes the test party provide high-pressure hydrogen of adequate purity, a control power supply and a DC auxiliary power supply while the manufacturer provides the technical parameters.
Clause 6 opens with a cold method, in which the system stands at the specified temperature and humidity for at least 12 h until its internal temperature matches ambient, and a hot method, in which the stack coolant outlet temperature is monitored until it reaches normal working temperature, and the routine performance test then measures the mass of the stack and auxiliary system including coolant and humidification water, the maximum peripheral volume of the stack and the insulation resistance of its anode and cathode output terminals against the power system case, which must conform to GB/T 18384.3-2001.
The starting tests judge idle starting and starting at rated power successful when the system holds stable operation for 10 min, require the process to run automatically without manual intervention and report starting time as the assessment index, and the steady-state test selects ten or more operating points spread uniformly over the working range; the draft breaks off inside that test.
It is under the jurisdiction of the national technical committee on fuel cell of the Standardization Administration of China (SAC/TC 342), with Tongji University as chief drafting organization.
The foreword states that the standard is issued for the first time, so it replaces nothing; it was issued on 2009-04-21 and has applied since 2009-11-01.

GB/T 20042.1 Proton Exchange Membrane Fuel Cell - Terminology
3 Terms and Definitions
For the purposes of this standard, the terms and definitions specified in GB/T 20042.1 and those listed below apply.
3.1 Net output power of power system
The remaining power of output power of fuel cell stack deducting the power consumed by the auxiliary system, namely the net output power of fuel cell power system, hereinafter referred to as power of power system.
3.2 Efficiency of fuel cell stack
The portion of fuel energy consumed by fuel cell stack in unit time which is transformed to output power; it is specified to calculate it with the low calorific value of hydrogen ( 2HLHV ).
5 Pre-test Preparation and Test Conditions
Fuel cell power system shall meet the following requirements.
- Each system of fuel cell power system shall be complete and capable of normally operating under external source of hydrogen;
- Fuel cell power system shall have reliable security assurance system;
- Supplement of coolant and humidification water is unallowable during the test of fuel cell power system.
5.2.2 Test conditions
The test party shall provide the following test conditions.
- High-pressure hydrogen source, with purity meeting the service requirements;
- Control power supply (e.g. DC 12V power supply, DC 24V power supply, etc.);
- DC auxiliary power supply.
5.2.3 State requirements for fuel cell power system prior to test
The state of fuel cell power system prior to test shall meet the following requirements.
- Complete the filling of coolant;
- The fuel cell power system starts working after connecting the hydrogen.
5.2.4
The manufacturer provides relevant technical parameters of fuel cell power system to the test party.
6 Performance Test Methods
6.1 Cold method
Thermal insulation is carried out for the fuel cell power system (with filling of coolant completed) at specified temperature and humidity for enough time to ensure that the internal temperature of fuel cell power system is the same with ambient temperature, and the standing time is 12h at least.
6.2 Hot method
The fuel cell power system is working under specific power according to the application requirements of the manufacturer; meanwhile, the outlet temperature of fuel cell stack coolant is monitored; once the outlet temperature of fuel cell stack coolant reaches the normal working temperature, it is regarded as that the fuel cell power system has reached hot state.
6.3 Routine performance test
6.3.1 Mass of power system
The mass (shall also include the mass of coolant and humidification water) of fuel cell stack and auxiliary system (including hydrogen supply system, air supply system, control system, hydrothermal management system and etc.) is measured.
6.3.2 Volume of fuel cell stack
The maximum dimensions of fuel cell stack in three directions are measured and the maximum peripheral volume of fuel cell stack is calculated.
6.3.3 Insulation resistance test
At the end of the whole test and under no-load cold state condition where coolant and humidification water are filled, the insulation resistance of the anode and cathode output terminals of fuel cell stack relative to the power system case is respectively measured with tramegger, and the insulation resistance conforms to the requirements of GB/T 18384.3-2001.
