This revised standard adopts the International Standard for Phytosanitary Measures (ISPM) Publication No. 4 (1996) "Establishment of pest free areas' main Differences are as follows:

This standard provides for the establishment, maintenance and revocation of plant pests PFAs procedures and requirements. This standard applies to national and provincial-level administrative regions PFAs establish, maintain and withdraw.
2 Terms and definitions
The following terms and definitions apply to this standard.
2.1 All or part of the official designated a province, or all or part of several provinces.
