Scope
GB/T 21761-2008 is the English-translated version of 建立非疫区指南.
GB/T 21761-2008 specifies the procedures and requirements for establishing, maintaining and revoking pest free areas for plant pests, and applies to pest free areas at national and provincial administrative-region level.
It defines the key terms (area, delimiting, detection and monitoring surveys, pest, pest free area, free from, phytosanitary measure and regulation, commodity, consignment, buffer zone) and sets out the three components of a pest free area: the methods for determining pest freedom, the phytosanitary measures to maintain it and the checks to verify it.
Detailed provisions cover general surveillance (information sources, collection and use), specific surveys (survey programme, pest surveys, host plant surveys), record keeping, periodic review and information management, followed by specific requirements for three types of pest free area: an entire province, an area within a partially infested province (with a buffer zone) and an area within an extensively infested province.
It is a modified adoption of ISPM No. 4 (1996), adding concrete survey methods and the terms free from, commodity, consignment and buffer zone, and is the first edition.

Foreword
This standard is a modified adoption of International Standard for Phytosanitary Measures (ISPM) Publication No. 4 (1996), Requirements for the establishment of pest free areas. The main differences are as follows:
- specific methods for general surveillance and specific surveys have been added;
- the two entries "national plant protection organization" and "International Plant Protection Convention" have been deleted from "Terms and definitions", and the terms and definitions "free from", "commodity", "consignment" and "buffer zone" have been added;
- the requirements and content of the original standard addressed to contracting parties to the International Plant Protection Convention have been modified.
This standard was proposed by and is under the jurisdiction of the National Technical Committee for Standardization of Plant Quarantine.
