Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 21661-2020 "Plastic Shopping Bags". Compared with GB/T 21661-2020, the main differences are structural adjustments and editorial changes. Aside from the modifications, the main technical changes are as follows:

---The structural requirements have been changed (see 5.2, 2020 version 5.2);

---The test methods for width and length deviations have been changed (see 6.6,

6.4 in the 2020 version);

---The test method for print peel rate has been changed (see 6.7.3.2,

6.5.3.2 in the 2020 version);

---The lifting test method has been changed (see 6.8.1,

6.6.1 in the 2020 version);

---The drop test method has been changed (see 6.8.2,

6.6.2 in the 2020 version);

---The seal strength test method has been changed (see 6.8.4,

6.6.4 in the 2020 version);

---The dart impact test method has been modified (see 6.8.5,

1 Scope

GB/T 21661-2025 is the Chinese national standard on plastic shopping bags, in the field of rubber and plastic industries. The /T suffix marks it as a recommended standard: it is not compulsory by itself, but it becomes binding as soon as a contract, a tender or a customer specification calls it up - which in practice is how most foreign buyers meet it. It was issued on 31 October 2025 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 May 2026. Classification: ICS 83.140.01, CCS Y28. 3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 plastic shopping bag Made primarily from traditional plastic resins, or composites of plastics and other materials, with a carrying structure, these products are used in sales and service. Bags used for holding and carrying goods in places such as offices.
