GB/T 18916.5-2022 is Part 5 of the Chinese national series of water intake norms, and it sets the water intake quota for pulp, paper and paper board production.
Its foreword records what changed against the 2012 edition: the calculation method in clause 4 and the quota figures in clause 5 were both revised, and a quota for advanced enterprises was added at 5.3.
Its introduction states that each part of GB/T 18916 fixes, for its own industry, the range of water intake, the supply range and the metering of the limits, specifies how the quota is calculated, divides the quota index into levels and sets requirements for quota management, and that the quota is a basis for approving water intake permits.
It replaces GB/T 18916.5-2012, was issued on 30 December 2022 and has applied since 1 April 2023.

Introduction
The verification of water intake is the basis for the country to implement the water intake permit system, implement planned water management and carry out water resource demonstration. water quota It is an important basis for checking and approving the amount of water intake, and it is one of the main indicators for the country to assess the water resource utilization efficiency of industries and enterprises, and to evaluate the water saving level of enterprises.
First, it is also an important means to implement the strictest water resources management system.
GB/T 18916 will clarify the range of water intake, the supply range of water intake and the limits of water intake according to the characteristics of water use in different industries.
Metering, stipulates the calculation method of water intake quota, divides the quota index level, and makes requirements for quota management.
