Scope

GB/T 18189-2008 is the English-translated version of 摩托车维修业开业条件.

GB/T 18189-2008 specifies the classification of the motorcycle maintenance and repair industry and the conditions that an enterprise shall meet to open for business, and is used for the examination and approval of business licences of class I and class II motorcycle maintenance and repair enterprises.

Enterprises are divided into two classes by scale of operation; for each, the standard sets the required posts and minimum staff (a technical manager, inspectors holding an industry qualification certificate and maintenance technicians), the minimum workshop area (50 m2 for class I, 20 m2 for class II) and the list of maintenance tools and equipment, from tyre and charging equipment to measuring instruments, cylinder boring and honing equipment and an exhaust gas analyser, with some items outsourceable for class II.

It also requires public display of licences and charges, availability of technical standards and repair data, management rules, a work safety responsibility system, compliant handling of waste, lease contracts of at least one year for rented premises and orderly storage of parts.

It replaces GB/T 18189-2000: business scope provisions, the working capital requirement and the conditions for joint ventures and authorised service centres have been removed, and the personnel, facility and equipment requirements restructured.

Foreword

This standard replaces GB/T 18189-2000, Requirements for industry of motorcycle maintenance and repair being managed.

Compared with GB/T 18189-2000, the main changes in this standard are as follows:

- the scope of the conditions for opening a motorcycle maintenance and repair business has been revised to read: specifies the conditions in respect of personnel, organisation and management, work safety and environmental protection, facilities and equipment that motorcycle maintenance and repair enterprises shall meet; applicable to the examination and approval of business licences of class I and class II motorcycle maintenance and repair enterprises (see Clause 1);

- the provisions on the business scope of class I and class II motorcycle maintenance and repair enterprises have been deleted;

- the conditions for opening a motorcycle maintenance and repair enterprise have been restructured as requirements on personnel, organisation and management, work safety and environmental protection, facilities and equipment (see Clause 3);

- the personnel conditions have been restructured as requirements on the technical manager, inspectors and maintenance technicians (see 3.1);

- the content on organisation and management, work safety and environmental protection has been improved (see 3.2);

- in the facility conditions, the specified workshop area has been adjusted and a requirement for lease contracts has been added (see 3.3);

- the equipment conditions have been adjusted (see 3.4);

- the requirement on working capital has been deleted;

- the conditions for Sino-foreign joint venture (cooperative) maintenance enterprises and for authorised maintenance centres (stations) have been deleted.
