Introduction Introduction

The international standards ISO 11111-1 to ISO 11111-7 were drawn up jointly by ISO/TC 72 and CEN/TC 214 and adopted under the Vienna Agreement, so that the same safety standards may be applied in the design and manufacture of textile machinery. GB/T 17780.1 to GB/T 17780.7 are modified adoptions of ISO 11111-1 to ISO 11111-7:2005.

GB/T 17780 is written for everyone concerned with the safety of textile machinery, such as designers and manufacturers of textile machinery and suppliers of complete systems, and it is at the same time of concern to users of textile machinery and to safety specialists.

This part is drawn up as a type-C standard as defined in GB/T 15706.1-2007/ISO 12100-1:2003. The several parts of GB/T 17780 deal with the potential significant hazards present in textile machinery used in the textile industry, and their content covers the range of machine hazards concerned.

Where the provisions of a type-C standard differ from the content of a type-A or type-B standard, the provisions of the type-C standard take precedence.

For hazards present in machines or components not mentioned in the relevant clauses of GB/T 17780, the designer is to carry out a risk assessment and propose methods of reducing the risk in accordance with the content of GB/T 16856/ISO 14121.

Clause 5 of this part covers the main safety requirements and the measures to be taken for the hazards common to textile machinery. Clause 6 describes the significant hazards of the components and parts specific to textile machinery, such as rollers, and the corresponding safety requirements and measures.

The individual parts of GB/T 17780 set out the significant hazards of each class of textile machinery and the corresponding safety requirements and measures. To avoid repetition and to keep the length down, the safety requirements set out mainly in Clause 5 and Clause 6 of this part apply equally to the other parts of GB/T 17780. The safety standard for a textile machine consists of GB/T 17780.2 to GB/T 17780.7 together with the relevant safety requirements of this part.

1 Scope

1.1 This part of GB/T 17780 lays down the corresponding safety requirements for the hazards common to textile machinery and for the hazards of the components covered in GB/T 17780.2 to GB/T 17780.7.

1.2 This part applies to machinery and associated equipment used in the textile industry for the following purposes: opening, cleaning, blending, carding, combing preparation, spinning and other processes that turn fibres, both staple fibres and filaments, and other raw materials into yarn or nonwoven fabric, felt included; yarn winding, doubling, twisting, texturing and other yarn preparation processes ahead of weaving and knitting; weaving, knitting, lace making and other similar processes that form fabric; the braiding of tapes, ropes, cables, cords and nets, excluding the take-up frame of rope-making machines; the pretreatment, bleaching, dyeing, printing, finishing and works make-up of fibres, yarns, fabrics, braided tapes and ropes; the piece dyeing of made-up goods; the finishing of warp-knitted and weft-knitted articles, hosiery included, but excluding the making-up of finished goods, that is sewing; and weaving, tufting and other processes that produce carpet.

1.2 This part applies to all textile machinery and equipment used in the production processes listed above, including equipment that lets a single machine or a combined machine work automatically, such as pneumatic fibre conveying equipment, but excluding transport devices between machines. A note states that the safety requirements for a particular textile machine usually consist of two parts, this part and the specific part of GB/T 17780 for the machine concerned, and that nonwoven production lines are covered in GB/T 17780.3 while GB/T 17780.2, GB/T 17780.6 and GB/T 17780.7 are also to be considered. GB/T 17780 does not deal with the specific requirements for pressure vessels.

1.3 The hazards addressed in this part and in the other parts are limited to those arising in the transport, assembly, setting, use and maintenance of the machine and in its dismantling, disassembly and disposal. Manual loading and unloading is part of the normal operation of the machine.

1.4 GB/T 17780 does not apply to the following machinery and associated equipment: the production of filament and man-made fibres, including the forming of the primary product such as filament packages and staple fibre bales; the carding of flax and similar raw materials; the production of spunbond and meltblown nonwovens; the making-up by sewing of clothing, household and industrial textiles and the needling and calendering of nonwovens; the laundering and dry cleaning of finished textiles; the repair of textile machinery, such as card clothing maintenance equipment and the cleaning of printing machine components; and certain cutting devices such as wood cutting devices, laser cutting, high-pressure water jets and ultrasonic devices. A note states that the machinery and equipment listed in Annex E are used in the textile industry but are not within the scope of this part.

1.5 This part and the other parts of GB/T 17780 do not apply to machines used in potentially explosive atmospheres.

1.6 This part and the other parts do not apply to machines manufactured before the publication of GB/T 17780.1 to GB/T 17780.7.

2 Normative references

The clause opens with the statement that the following documents are indispensable for the application of the document, that for dated references only the edition cited applies, and that for undated references the latest edition, including all amendments, applies. According to the table of contents the list of cited documents runs from page 1 to page 4 of the standard.

The front page of the standard carries the note that it partially replaces GB/T 17780-1999.

The foreword states that this part of GB/T 17780 replaces part of the content of GB/T 17780-1999 Safety requirements for textile machinery, namely GB/T 17780-1999 with the exception of its Clause 7 to Clause 12, and that the content not replaced consists of the safety requirements for six classes of equipment: spinning preparatory and spinning machinery, nonwoven machinery, yarn and rope processing machinery, weaving and knitting preparatory machinery, weaving machinery, and dyeing and finishing machinery. That content is to be taken into GB/T 17780.2 to GB/T 17780.7 respectively.

The foreword states that GB/T 17780 Textile machinery—Safety requirements is divided into seven parts: Part 1: Common requirements; Part 2: Spinning preparatory and spinning machinery; Part 3: Nonwoven machinery; Part 4: Yarn and rope processing machinery; Part 5: Weaving and knitting preparatory machinery; Part 6: Weaving machinery; Part 7: Dyeing and finishing machinery. This document is Part 1.

The foreword states that the part is a modified adoption of ISO 11111-1:2005 and was redrafted on the basis of it. The technical differences from ISO 11111-1:2005 are that the international and foreign standards cited were changed to the corresponding national standards, with the specific adjustments to the normative references listed in Annex F, and that the informative note 2 of 1.2 of ISO 11111-1:2005, concerning the EU and ETTA provisions on pressure vessels and electromagnetic compatibility, was deleted.

The foreword records the following editorial changes: the wording this part of ISO 11111 was changed to this part of GB/T 17780; the foreword of ISO 11111 was deleted; the introduction of ISO 11111 was modified to become the introduction of this part; the two paragraphs of Annex B were numbered B.1 and B.2, corresponding to Table B.1 and Table B.2; and in Table C.2 of Annex C the verification method laid down for GB/T 17880.4, 5.2b) had the code I deleted, because the standard carries no verification method with the code I, so that by reference to the provision for GB/T 17880.2, 5.8.2d) in the same table the verification method of that provision was corrected from A, I in the original text to A.

The foreword states that GB/T 17780 was first published in 1999, that this is the first revision, and that the revision divides GB/T 17780 into seven parts.
