Scope

GB/T 14163-2009 is the English-translated version of 工时消耗分类、代号和标准工时构成.

GB/T 14163-2009 classifies the working time consumed within a work shift, assigns a code to each category and sets out how standard working hours are built up and calculated.

It applies to industrial and building construction enterprises, for classifying working-hours consumption, determining the standard time of operations, preparing and revising labour staffing and labour quota standards, and analysing working-hours statistics.

Its terms divide statutory working time into quota time (preparation and end time, operation time with basic, machine, hand and auxiliary time, allowances for organisation and technology, and personal needs and relaxation allowances) and non-quota time (non-production time and breakdown time), each illustrated by examples; composition diagrams show the codes, and formulas give time per piece, allowances, process accounting time per piece, shift output quota and composite working hours per unit of output for multi-process batch production and single-process specialised production.

It replaces GB/T 14163-1993, widening the scope to industrial and building construction enterprises, adding examples to the definitions and adding an informative annex with worked examples from construction and machining.

Foreword

This standard replaces GB/T 14163-1993, Classification of working-hours consumption, symbols and composition of standard working-hours.

Compared with GB/T 14163-1993, the main changes in this standard are as follows:

— the scope of application has been changed from "production enterprises such as processing and manufacturing and construction projects" to "industrial enterprises and building construction enterprises", widening the application of the standard; the definitions of the terms have been amended accordingly;

— examples have been given prominence in the definitions of the terms, to help in understanding them;

— Tables A.1 and A.2 have been added in Annex A, giving examples of working-hours consumption in the construction industry and in machining enterprises, to help in understanding and implementing this standard.

Annex A of this standard is informative.

This standard was proposed by the Ministry of Human Resources and Social Security of the People's Republic of China.
