Scope
GB 5040-2003 is the English-translated version of 柑桔苗木产地检疫规程.
GB 5040-2003 sets out the rules for plant quarantine of citrus nursery stocks in the producing area: the quarantine pests, the raising of pest-free nursery stocks, field and laboratory inspection, the reporting of results, the handling of outbreaks and certification.
It applies to plant quarantine agencies and to all units and individuals propagating citrus seeds and seedlings. The quarantine pests are citrus huanglongbing, citrus canker, the Chinese citrus fly, the Japanese orange fly and the oriental fruit fly.
Nurseries must be approved on application and sited in pest-free areas; where huanglongbing occurs there must be no citrus within 3 km in the plains, within 1.5 km behind natural barriers, or seedlings must be raised in enclosed insect-proof houses, and where canker occurs no citrus within 1 km.
Field inspection takes place after the summer and autumn shoots have turned green and before dispatch, inspecting all stocks below 10 000 plants, 30% from 10 000 to 100 000 and 15% above; infected plants are dug out and burned, and stocks from fruit-fly areas may not be moved.
Stocks found free receive a certificate of quarantine compliance, and the forms for application, field records, inspection reports, treatment notices and certificates are given as Tables 1 to 5.
Normative Annex A gives hot-water disinfection of seeds (50 min at 55 °C ± 0.3 °C) and antibiotic disinfection of scions with tetracycline hydrochloride and streptomycin sulfate; Annexes B and C cover the mother-plant orchard and pest identification.
It replaces GB 5040-1985, adding the quarantine objects published by the Ministry of Agriculture in 1995 and the concepts of pest free areas and places of production.

Foreword
This standard replaces GB 5040-1985 Plant quarantine rules for citrus nursery stocks in producing areas.
Compared with the previous edition, the following changes have been made in this standard:
In the revised standard, the quarantine objects newly published by the Ministry of Agriculture in 1995 have been added to the quarantine pests; new content and techniques have been added concerning detection methods for pests, quarantine measures, chemical control and field identification; the concepts of pest free areas and pest free places of production given in the International Standards for Phytosanitary Measures have been introduced, and the terms and concepts have been brought into line with the relevant international standards. At the same time, some of the wording of the provisions of the previous edition has been suitably amended.
Annex A, Annex B and Annex C of this standard are all normative annexes.
This standard was proposed by the Ministry of Agriculture of the People's Republic of China.
This standard is under the jurisdiction of the Department of Crop Production of the Ministry of Agriculture.
