For site selection of new-set pollution sources AND management of existing pollution sources in special protection areas, it shall be executed in accordance with the relevant provisions, regulations and laws, such as “The People's Republic of China on the prevention and Control of air pollution, Water Pollution Prevention and Control Law of the People’s Republic of China”, “The Marine Environmental Protection Law of the People’s Republic of China”, “Solid Waste Pollution Environment Protection Law of the People’s Republic of China”, “The environmental impact assessment law of the People's Republic of China”.
Its clauses include terms and definitions; control requirement of air pollutant emission; pollutant monitoring requirements; implementation and supervision. It was issued by the Ministry of Environmental Protection on 2013-12-27 and took effect on 2014-03-01.

1 Scope

3 Terms and definitions
The following terms and definitions are applicable to this Standard.
3.1 Cement industry
In this Standard, it refers to the industrial sectors that are engaged in cement raw material mine exploiting, cement manufacturing, bulk cement transporting and cement product producing.
3.2 Cement kiln
It is a kind of cement clinker calcining equipment; it includes two types - rotary kiln and shaft kiln.
3.5 Crusher, mill, packing machine and other ventilation equipments
Crusher refers to various equipment that can break granular materials; mill is all kinds of material grinding equipment system (excluding drying grinding and coal grinding); packing machine refers to all types of cement packing equipment (including cement bulk storehouse); other ventilation equipments refer to other production equipment for ventilation, except the above main production equipment, it includes material conveying equipment, stock bins and various storage caverns, etc.
3.10 Stack height
It is the height BETWEEN the ground level where the exhaust funnel (or its main building construction) is located in AND the exhaust funnel exit. The unit is m.
3.11 Fugitive emission
It means irregular emission that air pollutants do not go through the exhaust funnel; it mainly includes the dust of material stockpiling in workplace and open-type conveyance, and air pollutant leakage of equipment and pipelines, etc.
4 Control requirement of air pollutant emission
4.1 Emission limit of exhaust funnel’s air pollutant emission
4.1.1 Existing enterprises shall continue to implement GB 4915-2004 until June 30, 2015; and execute the emission limit of air pollutants stipulated in Table 1, since July 1, 2015.
4.3 Gathering, processing and emission of exhaust gas
4.3.1 For the production process and equipment that can generate air pollutants, it must set up the local or overall gas gathering system and purification treatment device, so as to meet the emission standard.
4.4 Quality monitoring of surrounding environment
For existing enterprise’s production and the production of constructing projects that has passed the environmental protection acceptance, during the production process, the competent department of environmental protection who is responsible for supervision and management shall conduct environmental quality monitoring to the surrounding sensitive areas where are used for living, education and medical purposes etc. For construction projects, the specified monitoring scope is the surrounding sensitive areas that are determined by the environmental impact assessment.
5 Pollutant monitoring requirements
5.1 Enterprises shall establish enterprise monitoring system; formulate monitoring plan; carry out automatic monitoring on pollutant emission situations and the surrounding environmental quality;
safe-keep the original monitoring records; and publish monitoring results in accordance with relevant laws and regulations of Management Methods of Environmental Monitoring, etc.
5.3 Enterprises shall design, construct, maintain the permanent sampling points, sampling test platform and drainage outlet marks, in accordance with the requirements of administrative provisions of environmental monitoring and technical specifications.
5.5 The method standard listed in Table 4 shall be applied to measure emission concentration of air pollutants.
6 Implementation and Supervision
6.1 The environmental protection administrative department of People’s government above the
county level shall be responsible for supervising the implementation of this Standard.
6.2 In any case, all enterprises of cement industry shall comply with the requirements of emission control on air pollutants as stipulated by this Standard, and take necessary measures to guarantee the normal functioning of pollution prevention facilities.
