This document specifies the basic requirements for infectious disease prevention and control in funeral service institutions, including event classification, emergency response plans, site zoning, and facilities and equipment. Requirements for the management of medical supplies, disinfection, transportation, cremation and temporary storage of remains, and safety and hygiene. This document applies to outbreaks of Class A infectious diseases, as well as outbreaks of other infectious diseases for which Class A prevention and control measures have been implemented. 3 Terms and Definitions
The terms and definitions defined in GB/T 23287 and the following terms and definitions apply to this document.
3.1 Organizations that provide services such as body transport, cremation, temporary storage, and ash storage include funeral homes and funeral service stations. [Source: GB/T 23287-2023, 4.2, with modifications]
4 Basic Requirements
4.1 Funeral service institutions should establish an emergency response organization for infectious disease prevention and control, responsible for the prevention and control of infectious diseases. This organization should have a complete structure and clearly define the responsibilities of its members. It should be made clear.
4.2 Funeral service providers should periodically assess the necessary funeral vehicles, temporary body storage facilities, cremation equipment, and related facilities required when an event reaches Level 3. Assess the current status of emergency resources and report to the relevant authorities to promote multi-level emergency resource coordination.
4.3 For the remains of infectious disease patients identified by medical units or local health and epidemic prevention agencies, funeral service providers should assign dedicated personnel to be responsible for their transportation. Temporary storage and cremation procedures.
4.4 Remains of those infected with infectious diseases should be cremated within 24 hours.
4.5 Funeral service institutions should only provide services such as body transportation, cremation, temporary body storage, and ash storage.
5 Event Classification
5.1 When formulating emergency response measures, funeral service institutions should classify events into Level 1, Level 2, and Level 3 based on the number of bodies transported and cremated.
