Foreword
This document was drafted in accordance with the provisions of GB/T 1.1-2020 Directives for standardization - Part
1.Rules for the structure and drafting of standardizing documents. This document replaces GB 25038-2010 Rubber shoes healthy and safe specification and integrates the mandatory contents of GB 21536-2008 Athletic shoes and GB 25037- 2010 Industrial rubber boots. Compared with GB 25038-2010, in addition to structural adjustments and editorial changes, the main technical changes are as follows:
a) The scope of the Standard is changed (see Chapter 1; see Chapter 1 of the 2010 edition);
b) The requirements and test methods for "nail tips and broken needles" are added (see
c) The requirements and test methods for "hexavalent chromium" are added (see
d) The requirements and test methods for "pH value" are deleted (see Chapter 5 and
6.1 of the 2010 edition);
e) The requirements and test methods for "free formaldehyde" are changed (see

This document defines the terms and definitions related to footwear, stipulates the technical requirements and judgments for the general safety of footwear, and describes the corresponding test methods. This document applies to footwear products made of various materials. This document does not apply to protective shoes (boots), as well as footwear worn by children 14 years old and below.

3 Terms and definitions
The terms and definitions defined in GB/T 2703 and the following apply to this document.
3.1 accessible An articulated accessible probe is used to reach the part or component to be tested on the shoe;
4.1 Requirements for nail tip and broken needles
4.2 Chemical substance limit requirements The chemical substance limit requirements are shown in Table 1.
5.1 Nail tips and broken needles
5.2 Hexavalent chromium Different samples shall be tested separately according to GB/T 22807 or GB/T 38402. In case of any dispute, the test results according to GB/T 38402 shall prevail.
5.3 Dyes that may decompose carcinogenic aromatic amine
5.3.1 Different samples shall be tested separately. If the lining and upper cannot be separated, they shall be tested together according to the test method for the lining material. For samples with other materials attached to the back, the other materials attached to the back shall be completely peeled off before testing. If it is really difficult to remove, the situation shall be noted in the report.
5.4 Formaldehyde
5.4.1 Sample preparation is the same as in 5.3.1.
5.5 Dimethyl fumarate Different samples shall be tested separately according to GB/T 26713.
5.6 Chlorophenol
5.7 Phthalates Different samples shall be tested separately according to GB/T 32440.1.For samples with other materials attached to the back, the other materials attached to the back shall be completely peeled off before testing. If it is really difficult to remove, the situation shall be noted in the report.
5.8 Short-chain chlorinated paraffins
5.8.1 Sample preparation is the same as in 5.3.1.
5.8.2 Textiles shall be inspected in accordance with GB/T 40263; leather, fur, artificial leather and synthetic leather shall be inspected in accordance with GB/T 38405;
6 Judgment
The judgment shall be carried out according to Chapter 4.
7 Implementation of the Standard
For products produced or imported before the implementation of this document, implementation will begin on the 19th month from the implementation date of this document.
