Introduction
This document is a revision of the Guidelines for the Formulation and Revision of Public Security Standards (2017 Edition).
The procedures and requirements will provide a basic basis for the formulation and revision of public security standards, and improve the quality and efficiency of the formulation and revision of public security standards.
Since the original document was issued and implemented in 2017, the national and public security standardization reform and innovation have continued to deepen, and new and updated requirements for standardization work have been put forward.
First, the Standardization Law of the People's Republic of China, the National Standards Management Measures and other laws and regulations have been revised.
The Outline for the Development of Standardization and the Measures for the Administration of Mandatory National Standards have been issued successively, which have played a significant role in improving the quality of standard supply and standard management.
The new era has put forward all-round requirements in terms of improving standards, promoting and applying standards, strengthening supervision of standard implementation, and strengthening standard testing and verification.
The public security work has undergone historic changes in the modern era. The public security reform has made major breakthroughs in many important areas and key links.
The public security standardization management work should be guided by the implementation direction, improve the quality and efficiency of standard formulation and revision, and strengthen the management of the whole life cycle of standard formulation and revision.
In view of this, the original document can no longer fully meet the requirements of the public security standard formulation and revision work, and the technical content needs to be adjusted accordingly.
Revised.
This revision further clarifies the division of responsibilities and proposes the concepts and main responsibilities of "standard proposing unit" and "project application unit";
Further highlight the implementation orientation, the standard formulation and revision plan adopts the organizational form of reporting at any time and issuing plans regularly.
The deadline for submitting materials is shortened to 18 months, and work requirements such as standard implementation effect evaluation and supervisory spot checks are proposed.
