This document was proposed by the State Tobacco Monopoly Administration.

This document is under the jurisdiction of the Enterprise Subcommittee of the National Tobacco Standardization Technical Committee (SAC/TC 144/SC 4).

Introduction

Standard digitization is an inevitable trend to adapt to the digital development of the economy and society. In.2019, the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC)...

The International Electron Instruments Committee (IEC) jointly proposed a SMART (Standards for Machine Learning) framework for machine reading, identification, execution, parsing, and application.

The standard model (Applicable, Readable, and Transferable) is used to promote the digital development of standards. Currently, developed countries in Europe and America have already adopted it.

The digitalization of standards has been incorporated into its standardization strategy for promotion and implementation; the "National Standardization Development Outline" promulgated by my country in October 2021 also clearly states this.

It specifically put forward the task requirement of "developing machine-readable standards and open-source standards, and promoting the transformation of standardization work towards digitalization, networking, and intelligence".

Standardization and digitalization are crucial supports for the digital transformation of the tobacco industry. The implementation of the tobacco industry's digital transformation strategy has accelerated the application of digital technologies.

With its integration with business operations, digital technology is reshaping the various business activities of industrial and commercial enterprises at an unprecedented speed and with unprecedented force. (Tobacco Smart Agriculture) New digital business models such as intelligent tobacco manufacturing, intelligent tobacco marketing, and intelligent tobacco logistics are maturing and profoundly changing traditional standards.

The current standards for unstructured data storage, such as paper, Word, and PDF, are no longer sufficient to meet the needs of digital business development.

Digital upgrades are needed and urgently required.

As the main players in the tobacco industry, tobacco industrial and commercial enterprises have, through years of standardization efforts, established relatively complete enterprise standards.

This system not only provides strong support for enterprise production and operation but also lays a solid foundation for the construction of digital standards. It promotes high-quality development in the industry.

In the new era of development and modernization, we must carry out the digitalization of tobacco enterprise standards and build new standards that adapt to the needs of digitalization and intelligence.

This allows the high-value information (indicators, parameters, etc.) inherent in the standards themselves to be better and more efficiently applied in a digital environment, thereby...

To better leverage the supporting, guiding, and standardizing role of advanced standards in the high-quality development and modernization of enterprises.

At this initial stage, this document primarily provides the basic, common knowledge and methods needed for tobacco companies to implement digital standards, in order to assist them.

Tobacco industry and commerce enterprises understand the concept of standard digitization, the requirements for standard digitization capability levels, and the general process of standard digitization implementation, thereby...

This provides scientific guidance for the solid start of digital standardization in tobacco enterprises.
