Foreword
Accordance with the standards GB/T 1.1-2009. Drafting Rules "Standardization Guide Part 1 standard structure and preparation of" given.
This standard replaces YC/T 199-2006 "tobacco industry clean production evaluation criteria." Compared with YC/T 199-2006, in addition to editorial Modify outside the main technical changes are as follows.
--- Modify the scope of this standard (see Chapter 1);
--- Normative references, increasing the GB 17617-2006 "energy use per unit of energy measuring instruments and General Management" GB/T 23331 "Energy Management System Requirements" and YC/T 273-2008 "cigarette packaging design requirements," updated "national crisis List of dangerous wastes "(Environmental Protection Decree [2008] No. 1) (see Chapter 2);
--- Terminology and definitions, an increase of "clean energy" and "once the cigarette packaging yield" is defined (see 3.1);
--- Increasing the tobacco industry for energy measuring instruments and the establishment of energy management system requirements (see Section 4.1.3);
--- Modified raw materials and materials for recycling statements (see 414, 2006 edition 4.1.3.);
--- Modify the "proportion of clean energy," the evaluation (see 42, 2006 version 4.2.);
--- Modify the "comprehensive energy consumption per unit of output" and "comprehensive energy consumption per unit of production," the statement and evaluation (see 4.2, 2006 edition 4.2);
--- Added "comprehensive energy consumption per unit of industrial added value" evaluation (see 4.2);
--- Remove the "loss of tobacco turnover rate", "printing paper use (PET) ratio of the polypropylene composite film", "printing paper using an aluminum complex the proportion of composite material, "" printing paper used in a proportion of easily degradable materials instead of aluminum composite materials, "" easily degradable material using aluminum foil backing Materials (such as aluminum spray process) ratio, "" tipping paper loss rate "evaluation (see 2006 edition 4.2);
--- Modify the "tobacco consumption", "total loss rate of tobacco", "cigarette paper loss rate", "filter rods loss rate" evaluation scores (see 4.2, 2006 edition 4.2);
--- Modified "label paper loss rate", which was split into "trademark paper (small box) loss rate" and "The Paper label (barrel) loss ratio" (see 4.2, 2006 edition 4.2);
--- Added "the cigarette packaging material selection and packaging structure", "once the cigarette packaging yield 'index (see 4.2);
--- Modify the "Waste Control" in the "water", "gas", score "noise" evaluation item (see 43, 2006 version 4.3.);
--- Added "chemical oxygen demand (COD) generation", "boiler exhaust gases. carbon dioxide" and "boiler exhaust gases. sulfur dioxide (SO2) produced Amount "evaluation item (see 43, 2006 version 4.3.);
--- Remove the "boiler exhaust. Blackness (Ringelman degrees)" evaluation item (see 2006 edition 4.3);
--- Modify the "boiler exhaust gas. soot, sulfur dioxide," the evaluation of the content, increase the boiler type (oil, coal and gas) (see 4.3, 2006 edition 4.3);
--- Remove the "house dust" noise evaluation project (see 43, 2006 version 4.3.);
--- Modify the "push bar tobacco dust proportion", "hazardous waste recovery unit centralized deposit qualified" evaluation item name (see 4.3, 2006 edition 4.3);
--- Modify the clean production requirements for environmental management evaluation forms (see 44, 2006 version 4.4.);
--- Modify the "comprehensive energy consumption per unit of production" indicator meaning expressed in energy consumption and energy conversion coefficient, an increase of cigarette production the number of instructions (see 522, 2006 edition 5.1.2.);
--- Added "comprehensive energy consumption per unit of industrial added value" formula (see 5.2.3);
--- Added "the cigarette packaging material selection and package structure," the evaluation method (see 5.2.6);
--- Added "once the cigarette packaging yield" calculation formula (see 5.2.8);
--- Modified "label paper and raw material costs accounted for the proportion of" name and evaluation methods (see 529, 2006 edition 5.1.6.);
