It is used by manufacturers of rolling stock electrical equipment, vehicle builders, test laboratories and the railway operators who buy and maintain this equipment. The standard is voluntary, as the code carries the /T mark. It was approved by the National Railway Administration, with the Rolling Stock Electrical Subcommittee of the railway electrical equipment and systems standardization committee in charge of its technical content. It was issued on 27 February 2026 and takes effect on 1 September 2026. It replaces TB/T 3213-2009.
