Introduction
Petrochemical is the abbreviation of petrochemical industry, which refers to the processing of petroleum products and petrochemical products by using oil and natural gas as raw materials.
Industry, it has the characteristics of resource and capital technology, high industrial relevance, and large economic aggregate. Petrochemical industry is an important national economy the pillar industries play an important role in promoting the upgrading of related industries and stimulating economic growth.
The purpose of this standard is to standardize and guide petrochemical enterprises to establish a systematic, scientific, reasonable and operational energy management system.
The system to improve energy performance, promote energy conservation and emission reduction, and achieve energy goals.
The basic framework of this standard is consistent with GB/T 23331-2012, combined with the energy use and energy consumption of the petrochemical industry.
Characteristics are formulated. Within the basic framework, the specific requirements for the energy management system of petrochemical enterprises are proposed, which is for GB/T 23331-2012.
Refinement.
Petrochemical companies may seek third-party certification in accordance with the requirements of GB/T 23331-2012 and this standard, and may also conduct self-evaluation and Self-declaration and seek relevant parties to confirm their compliance. At the same time, this standard also carries out energy management for certification bodies in petrochemical enterprises.
Provide a unified and standardized basis for system certification.
When establishing an energy management system, petrochemical enterprises can combine with quality, environment, occupational health and safety management systems, etc.
Use relevant standards.
In order to facilitate the standard users to understand the basic characteristics of energy use and energy consumption in the petrochemical industry, Appendix A provides the petrochemical industry.
The basic situation of energy management in the industry, Appendix B gives a list of laws, regulations, standards and other requirements for energy management of petrochemical enterprises, Appendix C an example of the application of a petrochemical enterprise to implement an energy management system is listed.
