Scope

NB/T 51015-2014 is the English-translated version of 煤炭设备工程监理规范.

NB/T 51015-2014 sets out how engineering supervision is carried out on coal industry equipment works in China - the independent oversight of equipment procurement, manufacture, delivery, installation, commissioning and handover on coal mine and coal preparation projects. It defines the supervision organisation and the qualifications and duties of the chief supervising engineer and their staff, the supervision plan and the detailed supervision rules that flow from it, and the working procedures the supervisor follows on site. The core of the document is the control the supervisor exercises: review of the manufacturer and of the design and technical documents, witnessing and hold points during manufacture, factory acceptance, inspection on arrival, control of the installation sequence and of the quality of each stage, control of progress and cost, safety and environmental supervision, handling of design changes and of non-conformities, witnessing of no-load and load commissioning, and the acceptance and handover of the equipment. It also fixes the paperwork - supervision logs, inspection records, instructions and notices, monthly reports, and the supervision summary that closes the assignment - and the way that record is filed and handed over. Note that the English title printed on the cover of this edition reads Coal Plant Engineering Consulting Service Specification, which does not match the Chinese: the Chinese says equipment engineering supervision, and that is what the document contains.

Foreword

This document was issued on 18 March 2014 by the National Energy Administration of the PRC and takes effect on 1 August 2014.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

It is classified under ICS 73.020, Chinese classification P 00/09.

This specification has been prepared in accordance with the requirements of the Notice of the National Energy Administration on Issuing the Second Batch of the 2011 Plan for the Formulation (Revision) of Industry Standards in the Energy Field (Guo Neng Ke Ji [2011] No. 252). The work was organized by the China Coal Construction Association and was carried out jointly by China Coal Equipment Engineering Consulting Company, Shanxi Chencheng Construction Engineering Co., Ltd. and other relevant units.

The drafting group took the Code for supervision of equipment engineering (GB/T 26429-2010) and the Code of practice for supervision of coal equipment engineering (trial), issued by the China Coal Construction Association in 2011, as its basis.

In preparing the text the drafting group carefully summarized practical experience in the supervision of coal equipment engineering, carried out extensive investigation and research, solicited opinions widely and gave full consideration to the particular features of coal equipment. The text was finalized after repeated discussion, revision and improvement, and after examination and approval.

This specification consists of 11 chapters and 4 annexes. Its main contents are: general provisions; terms; supervision organization and personnel; supervision plan and detailed rules for implementation; general requirements for supervision work; supervision at the equipment design stage; supervision services at the equipment procurement stage; supervision at the equipment manufacturing stage; supervision at the equipment installation and commissioning stage; supervision of equipment overhaul; and post-evaluation of equipment.

This specification is administered by the National Energy Administration; day-to-day management is the responsibility of the China Coal Construction Association; and China Coal Equipment Engineering Consulting Company is responsible for the interpretation of the specific technical content.
