NB/T 25064-2016 is the English-translated version of 核电厂常规岛及辅助配套设施建设施工质量评价导则.

NB/T 25064-2016 sets out how construction quality is evaluated on the conventional island and the balance of plant of a nuclear power station - the turbine building, the electrical and auxiliary buildings, the circulating water system, the switchyard and the supporting facilities that sit outside the nuclear island proper. It is an evaluation guide rather than a construction specification: it tells an assessor how to score work that has already been built, and how those scores combine into a judgement on a unit of work, a sub-project and the project as a whole. The guide defines the hierarchy of inspection lots, sub-items, items and sub-projects, and fixes the evaluation grades and the pass thresholds at each level. It then sets out the evaluation content and scoring tables for each trade: civil and structural work, steel structures, equipment installation, piping, electrical and instrumentation, ventilation, insulation and painting, together with the documentation and records that must accompany each. Weighting between items, the treatment of non-conformities and of reworked lots, the qualifications of the evaluators, and the form of the evaluation report are all specified, so that two assessors reach the same number from the same evidence. This document was issued on 5 December 2016 by the National Energy Administration of the PRC and takes effect on 1 May 2017.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

This standard, together with the NB/T 25044 series Code for acceptance of the construction quality of the conventional island and of the auxiliary supporting facilities of nuclear power plants, forms the series of standards for the acceptance and the evaluation of the construction quality of the conventional island and of the auxiliary supporting facilities of pressurized water reactor nuclear power plants, and is intended to be used together with that series.

1 Scope

NB/T 25064-2016 sets out how construction quality is evaluated on the conventional island and the balance of plant of a nuclear power station - the turbine building, the electrical and auxiliary buildings, the circulating water system, the switchyard and the supporting facilities that sit outside the nuclear island proper. This standard specifies the basic requirements for the evaluation of the construction quality of the conventional island and of the auxiliary supporting facilities (balance of plant) of nuclear power plants.

This standard applies to the evaluation of the excellent construction quality of the conventional island and of the auxiliary supporting facilities of nuclear power plants, carried out on the basis that the works have already been accepted as conforming in quality. It does not cover the office buildings, the canteens and the other buildings (structures) and facilities inside the plant area that are not directly related to production.

The access roads, the wharves, the production and administrative office buildings of the plant front area and the works outside the production area do not take part in the evaluation.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 creating high-quality project plan. The general designation of the planning, of the programme and of the implementation scheme for achieving high quality of the works as a whole, organized by the owner and prepared with the participation of all the organizations taking part in the construction.

3.2 unit works. The general designation of the power generation system and of the buildings, made up of a complete set of equipment built during the same period, which after completion is able to operate independently and to deliver its production capacity or benefit.

3.3 single works. A construction project made up of unit constructions, having its own independent design documents, able to be organized and built independently and forming a definite function and scale. In this standard it is defined as the general designation of the whole of the civil and erection works covered by the unit and belonging either to the conventional island or to the auxiliary supporting facilities.

3.4 sub single works. The civil specialty works and the erection specialty works contained in a single works.

3.5 unit construction. Works having their own independent design documents which, after completion, are able to deliver a production capacity or a benefit independently and which form a component part of the construction project.

3.6 construction site (range). Within a unit construction, the general designation of the building works or of the work contained in a system that is divided out according to definite specialty features and construction features, such as: foundation and pile foundation, structure, decoration and finishing, roofing, building erection, equipment erection, electrical device erection, piping erection, instrumentation and control erection, anti-corrosion and thermal insulation works.

3.7 weight. In the course of the quality evaluation, in order to express by data the degree to which the relevant inspection items satisfy the specified requirements, the proportional value assigned to each item according to the amount of work of that item and to the importance of its influence on the overall capability.

4 General principles

4.1 This standard is formulated in order to strengthen the management and the control of the quality of nuclear power construction works, to promote the continuous improvement of the level of quality management of nuclear power works, to encourage technical progress and to standardize the evaluation of the construction quality of the conventional island and of the auxiliary supporting facilities of nuclear power plants.

4.2 This standard is prepared on the basis of the relevant national laws, regulations and administrative provisions concerning the quality evaluation of works and the creation of high-quality works, and of the relevant standards of the energy industry.

4.3 In addition to complying with the provisions of this standard, the evaluation of the construction quality of the conventional island and of the auxiliary supporting facilities of nuclear power plants shall also comply with the provisions of the relevant standards currently in force in the country.

5 General requirements

5.1 For a project that carries out the creation of high-quality works, the overall quality objective of the works shall be made clear in the contract; before the start of the works the owner shall organize all the participating organizations to draw up the high-quality project plan, shall make the quality objectives clear, shall apply objective-based management, shall define the responsibilities of each party and shall organize the implementation of the plan during the construction of the project.

5.2 The high-quality project plan shall contain the following contents: a) general description of the works; b) overall quality objective; c) quality objectives of each participating party; d) division of the responsibilities of each participating party; e) plan for the creation of high quality and measures for putting it into effect; f) reward and penalty measures.

5.3 Before the start of the works the construction contractor shall, according to what has been agreed in the contract, break down the quality objective, shall make the decomposed quality objectives clear and shall draw up, on the basis of the high-quality project plan, the special measures and the rules of implementation for the creation of high quality.

5.4 The nuclear power engineering construction organization, the authorized representative appointed by the owner or the supervision organization, the construction contractor and the commissioning organization shall each set up a quality assurance (QA) and quality control (QC) system suited to the needs of nuclear power construction; the quality assurance (QA) and quality control (QC) organizations and personnel shall be independent.

5.5 The basis of the construction quality evaluation is the NB/T 25044 series of standards; the organization responsible for the construction quality evaluation of the works shall hold the corresponding qualification.

5.6 The evaluation of the construction quality of the works shall be carried out on the basis that the works have passed the quality acceptance as conforming; the overall evaluation activity shall be carried out on the basis of the self-evaluation made by the construction contractor, and evaluation documents shall be formed.

5.7 The evaluation of the construction quality of the works shall be developed according to the works built during the same period taken as a whole, and according to the unit works, the single works, the sub single works, the structure of the unit constructions or the construction sites.

5.8 The construction quality evaluation of the works shall comprise a complete examination of the physical quality of the works, of the perceived quality and of the works records; the perceived quality of the works shall be confirmed jointly by the evaluation personnel through inspection on site.

5.9 The construction quality evaluation of the works shall pay full attention to the application in the works of advanced techniques such as scientific and technological progress, environmental protection and energy saving.

5.10 Works in which a serious quality accident, a safety accident of the comparatively large grade or above, or a serious environmental pollution or destruction accident has occurred during construction shall not be evaluated as excellent works.

5.11 For a project that carries out the creation of high-quality works, a working organization for the creation of high quality shall be set up; the overall evaluation of the creation of high quality is carried out on the basis of the evaluation of the creation of high quality of the unit works, and the unit works are evaluated within the basic framework of Figure 1.

Figure 1, the basic framework diagram for the evaluation of the creation of high quality, breaks down the unit works into the conventional island single works, the trial operation indicators of the unit and the single works of the auxiliary supporting facilities; these in turn are broken down into civil sub single works (turbine-generator building, pump house, main transformer platform, circulating water gallery, important plant service water gallery, other unit constructions, and further into foundation and pile foundation, structure works, decoration and finishing, roofing works and building erection) and into erection sub single works (turbine and auxiliary systems, generator and auxiliary systems, condensate related systems, feedwater and regenerative heating systems, circulating water system, other unit constructions, and further into equipment erection, piping erection, electrical device erection, instrumentation and control erection and anti-corrosion and thermal insulation).

6 Basic requirements for the construction quality evaluation of unit works

6.1 When several units are built during the same period, the conventional island and the auxiliary supporting facilities of one single unit are taken as one evaluation unit; the construction quality is evaluated separately according to the conventional island single works, to the single works of the auxiliary supporting facilities and to the trial operation indicators; the auxiliary supporting facilities shared by several units follow the first unit for the construction quality evaluation.

6.2 The construction quality evaluation of the unit works shall be carried out on the basis of the evaluation of the excellent construction quality of the single works; it is pre-evaluated by the authorized representative of the owner or by the supervision organization, and the owner or its authorized representative entrusts a qualified third-party body with the evaluation and with the forming of the quality evaluation report.

6.3 Grade evaluation and grade taking of the construction quality of the unit works: a) the weights shall be assigned according to the features of the construction of the conventional island and of the auxiliary supporting facilities of the nuclear power plant, on the basis of the amount of work that each single works represents within the whole unit and of its importance, taking at the same time into account the trial operation indicators of the unit; the weight assignment may refer to Table 1, and the weight assignment table is prepared before the start of the works by the owner or by its authorized representative.

6.3 b) unit works whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those whose total score is 92 points or above are evaluated as excellent works of the high-quality grade.

6.3 c) if the score of the construction quality evaluation of any one of the single works of the unit is below 80 points (80 points not included), that unit works shall not be evaluated as excellent works.

Table 1, the weight assignment table of the single works, gives the following weight values s: conventional island single works 50; single works of the auxiliary supporting facilities 35; trial operation indicators of the unit 15. Note: the single works are drawn up according to the design of each nuclear power plant, the total of the weights is 100, among which the weight of the conventional island single works should not be lower than 50 points and the weight of the trial operation indicators of the unit should not be lower than 15 points; the weights may be adjusted appropriately according to the amount of work or to the degree of importance.

6.4 The content of the construction quality evaluation of the works shall comprise the score of the quality evaluation of the works, the additional points of the scientific and technological, environmental protection and energy saving items, and the veto items.

6.5 Works having the following distinctive features may be given appropriate additional points; the additional points are added directly after the calculation of the weights, additional points for awards of the same kind are limited to one single time, and the total of the additional points shall not exceed 5 points at most: a) for works that have obtained a ministerial, provincial or higher award for progress in science and technology, and for works that have obtained a ministerial or provincial award through the use of advanced technologies such as energy saving, land saving and environmental protection, 1.0 point may be added for each award received, up to a cumulative maximum of 3.0 points; b) for works that are a ministerial or provincial demonstration project for science and technology, or that have passed acceptance through the use of advanced construction technologies, 0.5 point may be added for each item, up to a cumulative maximum of 2.0 points.

7 Basic requirements for the construction quality evaluation of single works

7.1 The construction quality evaluation of the single works shall be carried out on the basis of the construction quality evaluation of the sub single works: the construction contractor makes the self-evaluation, the authorized representative of the owner or the supervision organization makes the pre-evaluation, and the owner or its authorized representative organizes the construction quality evaluation of the single works and forms a quality evaluation report.

7.2 a) The weights shall be assigned according to the features of the works, on the basis of the amount of work that each sub single works represents within the single works and of its importance; the assignment of the weights of the conventional island single works and of the single works of the auxiliary supporting facilities may refer respectively to Table 2 and to Table 3, and the weight assignment table is prepared before the start of the works by the owner or by its authorized representative.

Table 2, the weight assignment table of the conventional island sub single works, gives the following weight values s1: civil sub single works 32; erection sub single works 68. Note: the table is drawn up according to the design documents of each nuclear power plant, the total of the weights is 100, among which the weight of the erection sub single works should not be lower than 60 points; the weights may be adjusted appropriately according to the amount of work or to the degree of importance.

Table 3, the weight assignment table of the sub single works of the auxiliary supporting facilities, gives the following weight values s1: civil sub single works 40; erection sub single works 60. Note: the table is drawn up according to the design documents of each nuclear power plant, the total of the weights is 100, among which the weight of the erection sub single works should not be lower than 60 points; the weights may be adjusted appropriately according to the amount of work or to the degree of importance.

7.2 b) Single works whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those whose total score is 92 points or above are evaluated as excellent works of the high-quality grade.

7.2 c) If the score of the construction quality evaluation of any one of the sub single works of a single works is below 80 points (80 points not included), that single works shall not be evaluated as excellent works.

8 Basic requirements for the construction quality evaluation of sub single works

8.1 General requirements. The construction quality evaluation of a sub single works shall be carried out on the basis that all the unit constructions contained in that sub single works have been evaluated as of excellent construction quality; the authorized representative of the owner or the supervision organization makes the pre-evaluation, the owner or its authorized representative organizes the construction quality evaluation of the sub single works, and a quality evaluation report is formed.

8.2.1 The construction quality evaluation of the civil specialty sub single works shall examine and evaluate in a comprehensive way the safety of the structure, the functions in use and the effect of the perceived quality.

8.2.2 a) The corresponding weights shall be given according to the features of the civil works of the conventional island and of the auxiliary supporting facilities of the nuclear power plant, on the basis of the amount of work that each unit construction represents and of its importance; the weight assignment table may be drawn up with reference to Table 4 and to Table 5 and is prepared before the start of the works by the owner or by its authorized representative.

Table 4, the weight assignment table of the conventional island civil specialty unit constructions, gives the following weight values s2: turbine-generator building 65; circulating water pump house 20; important plant service water gallery 5; circulating water inlet and outlet pipes and channels 5; foundation of the main (standby) transformer 5. Note: the table is drawn up according to the design of each nuclear power plant, the total of the weights is 100, among which the weight of the turbine-generator building should not be lower than 60 points and the weight of the circulating water pump house should not be lower than 15 points; when a double-curvature cooling tower is provided, the weight of the pump house is 5 points and the weight of the turbine-generator building is increased to 80 points; the weights may be appropriately revised according to the degree of importance, the degree of difficulty and the amount of work of each unit construction.

Table 5, the weight assignment table of the civil specialty unit constructions of the auxiliary supporting facilities, gives the following weight values s2: extra-high voltage electrical gallery 8; high voltage switching station 8; cooling tower 10; hot machinery repair shop 9; cold machinery repair shop 9; demineralized water treatment building 9; siphon drainage well 5; nitrogen production station 5; hydrogen production station 5; seawater desalination building 5; integrated utility gallery 5; plant area roads 4; plant area lighting 4; fences and gates 4; others 10. Note: since the number of buildings and structures differs according to the type of unit, the table is to be drawn up according to the design documents of each nuclear power plant, the total of the weights being 100; unit constructions not listed in the table are included in the item others, and if any of the unit constructions listed is missing, the weights may be appropriately revised according to the degree of importance, the degree of difficulty and the amount of work of each unit construction.

8.2.2 b) Sub single works whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those with 92 points or above are evaluated as excellent works of the high-quality grade.

8.2.2 c) If any one of the unit constructions of a sub single works is evaluated below 80 points (80 points not included), that sub single works shall not be evaluated as excellent works.

8.3.1 The construction quality evaluation of the erection specialty sub single works shall examine and evaluate in a comprehensive way the safety of the systems, the functions in use and the effect of the perceived quality.

8.3.2 a) The corresponding weights shall be given according to the features of the erection works of the conventional island and of the auxiliary supporting facilities of the nuclear power plant, on the basis of the amount of work that each unit construction represents and of its importance; the weight assignment table may be drawn up with reference to Table 6 and to Table 7 and is prepared before the start of the works by the owner or by its authorized representative.

Table 6, the weight assignment table of the conventional island erection specialty unit constructions, gives the following weight values s3: turbine and auxiliary systems 20; generator and auxiliary systems 10; condensate related systems 16; feedwater and regenerative heating systems 10; main transformer, step-down transformer and earthing systems 8; medium voltage, low voltage and direct current power supply systems 10; steam systems 6; service systems 6; fire fighting systems 5; building ventilation and air conditioning 4; handling and loading-unloading equipment 3; communication systems 2. Note: since the number of unit constructions may differ according to the type of unit, the table is to be drawn up according to the design documents of each nuclear power plant, the total of the weights being 100; the weights may be appropriately revised according to the degree of importance, the degree of difficulty and the amount of work.

Table 7, the weight assignment table of the erection specialty unit constructions of the auxiliary supporting facilities, gives the following weight values s3: circulating water system 15; demineralized water production and distribution system 15; seawater desalination system 8; high voltage switching station 11; medium and low voltage and direct current power supply systems 10; plant gas production, storage and distribution systems 5; other service systems 8; fire alarm detection and fire fighting systems 5; building ventilation and air conditioning systems 6; building handling and loading-unloading equipment 7; communication systems 3; plant area surveillance and control systems 6; data acquisition 1. Note: since the number of unit constructions may differ according to the type of unit, the table is to be drawn up according to the design documents of each nuclear power plant, the total of the weights being 100; the weights may be appropriately revised according to the degree of importance, the degree of difficulty and the amount of work.

8.3.2 b) Sub single works whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those with 92 points or above are evaluated as excellent works of the high-quality grade.

8.3.2 c) If any one of the unit constructions of a sub single works is evaluated below 80 points (80 points not included), that sub single works shall not be evaluated as excellent works.

9 Basic requirements for the construction quality evaluation of unit constructions

9.1.1 The focus of the construction quality evaluation of the civil specialty unit constructions shall be placed on the raw materials, on the quality control of the working procedures and on the testing of the functional effect.

9.1.2 a) The quality grade of a unit construction shall be self-evaluated by the construction contractor, re-examined by the supervision organization and verified by the owner or by its authorized representative.

9.1.2 b) Unit constructions whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those with 92 points or above are evaluated as excellent works of the high-quality grade.

9.1.2 c) According to the features of the building works, the works shall be divided into five parts: foundation and pile foundation works, structure works, roofing works, decoration and finishing works and building erection works; the assignment of the weights of each part shall comply with the provisions of Table 8 and the method of evaluation shall comply with 10.1 of this standard.

9.1.2 d) For a unit construction that is a building (structure) of simple structure, the parts not contained in it, that is the roofing works, the decoration and finishing works and the building erection works, need not be evaluated, and the assignment of the weights may be adjusted accordingly.

Table 8, the weight assignment table of the parts of a unit construction, gives the following weight values s4, first for structures and then for buildings: foundation and pile foundation works 20 and 10; structure works 60 and 40; roofing works not applicable and 10; decoration and finishing works 10 and 25; building erection works 10 and 15. Note: the total of the weights is 100; according to the design features of each unit construction, when an item is missing the weights may be appropriately adjusted according to the actual situation, the total of the weights remaining 100; the weight of the foundation and pile foundation works shall not be lower than 10 and the weight of the structure works shall not be lower than 40.

9.1.3 A unit construction in any one of the following situations shall not be evaluated as excellent: a) there is a quality defect, but a qualified testing organization has certified that it reaches the design requirement and it has been accepted as conforming; b) there is a quality defect which, on certification by a qualified testing organization, does not reach the design requirement, but which the original designer has checked and confirmed to be still able to satisfy the structural safety and the functions in use, and which has been accepted; c) there is a quality defect which, after rework or after reinforcement treatment, is able to satisfy the requirements of structural safety and of use, and which has been accepted according to a technical treatment scheme and a negotiated document; d) the score of the quality evaluation of the structure of the works is lower than 85 points, so that the evaluation does not reach the excellent level.

9.1.4 a) According to the features of each part of the works, the quality evaluation of each part shall comprise six evaluation items: quality assurance conditions of the construction site, performance testing, quality records, dimensional deviations and measurement of the limit values, perceived quality, and management and state of implementation of the mandatory provisions.

9.1.4 b) Each evaluation item shall be given the corresponding weight according to the amount of work that it represents within that part of the works or within the system and according to its importance; the assignment of the weights of the contents of each evaluation shall comply with the provisions of Table 9.

Table 9, the weight assignment table of the evaluation items, gives the weights for the foundation and pile foundation works, the structure works, the roofing works, the decoration and finishing works and the erection works respectively: quality assurance conditions of the construction site 10, 10, 10, 10, 10; performance testing 35, 30, 30, 20, 30; quality records 30, 25, 20, 15, 25; dimensional deviations and measurement of the limit values 10, 15, 10, 10, 10; perceived quality 5, 10, 20, 35, 15; management and state of implementation of the mandatory provisions 10, 10, 10, 10, 10.

Note 1 to Table 9: the evaluation score obtained through the inspection with the evaluation score tables of 10.2 is converted into the score of this table and is then converted, as prescribed, into the weight of Table 8. Note 2 to Table 9: the weight of the evaluation of the underground waterproofing layer is not listed separately but is contained in the structure works; where an underground waterproofing layer is present, its weight represents 5 % of the structure works.

9.1.4 c) When a construction site (range) is missing, the weights are assigned in proportion to the actual amount of work, but shall be taken as whole numbers; when an evaluation item or an evaluation content is missing, the score is calculated as a percentage rate.

9.1.4 d) When a part of the works appears in several forms (such as different types of pile, of structure or of roof waterproofing), the weight shall be determined comprehensively according to the proportion and the importance that each form represents within the works.

9.1.4 e) Each inspection item comprises several specific inspection contents; each specific inspection content shall be given a standard score according to its importance, and the result of the judgement is divided into three grades, the first, the second and the third: the first grade is 100 % of the standard score, the second grade is 85 % of the standard score, the third grade is 70 % of the standard score.

9.1.4 f) Works whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those with 92 points or above are evaluated as excellent works of the high-quality grade.

9.1.5 The structure of the works and the construction quality of the various parts shall not be given the excellent evaluation whenever any one of the following situations occurs: a) use of building materials, of building equipment or of products of high energy consumption that have been expressly eliminated by the State, or of products whose content or release of volatile harmful substances exceeds the national provisions; b) leakage occurring in the roof waterproofing, seepage of the underground works exceeding the relevant provisions, uneven settlement exceeding the standard, structural cracks exceeding the provisions of the code, works that have been treated by reinforcement or repair and works in which a serious quality accident has occurred; c) the veto conditions of the veto items among the evaluation contents are: the score actually obtained by the evaluation does not reach the second grade, that is the score actually obtained does not reach 85 % of the standard score; where no second grade is provided, the score actually obtained does not reach 100 % of the standard score.

9.1.5 d) The veto items are set as follows: 1) foundation and pile foundation works: bearing capacity of the foundation soil, bearing capacity of the composite foundation and vertical compressive bearing capacity of the single pile; 2) structure works: thickness of the protective layer of the reinforcement of the physical concrete structure works, internal quality of the welds of the steel structure works and quality of the tightening of the connections with high-strength bolts; 3) erection works: pressure test of the pressure-bearing piping and of the equipment of the water supply, drainage and heating works, measurement of the earthing resistance of the earthing device and of the lightning protection device, tightness test of the ventilation ducts of the ventilation and air conditioning works, test of the safety protection device of the lift in the lift erection works, and testing of the systems of the intelligent building works.

9.2.1 The construction quality evaluation of the structure of the works shall be carried out after the foundation and pile foundation works, the structure works and the appended underground waterproofing layer of the unit construction have been completed and after the main structure has been accepted as conforming; the construction contractor makes the self-evaluation and the owner or the supervision organization entrusts an evaluation body with the evaluation.

9.2.2 The construction quality evaluation of the structure of the works shall examine item by item the evaluation contents of the quality assurance conditions of the construction site, of the foundation and pile foundation works and of the structure works; combining the sampling records of the construction site with the quality acceptance records of the inspection lots, of the sub-divisional works and of the divisional (sub-divisional) works, a statistical analysis shall be carried out and, as prescribed, a score shall be given to each evaluation content of the corresponding tables.

9.2.3 The construction quality evaluation of the structure of the works shall carry out, during the construction process, the necessary sampling inspections on the construction site, in order to verify the correctness of the acceptance data.

Note to 9.2.3: for a project applying for a national high-quality works award, the structure of the works (main plant building and main structures) shall have obtained the highest structural quality award of the region concerned; in regions where the selection of high-quality structural works has not yet been started, from 3 to 5 experts of the relevant specialties of provincial grade (including that of the industry) or above shall be organized to carry out not less than two intermediate quality inspections on the foundation and pile foundation works and on the construction of the main structure, with complete inspection records and evaluation conclusions.

9.2.4 The evaluation personnel shall, on the basis of the sampling inspection of the structure, verify item by item the contents of the relevant evaluation tables and make the evaluation item by item.

9.2.5 A structure of the works in which any one of the veto items specified in 9.1.5 of this standard occurs shall not be given the excellent evaluation.

9.2.6 A structure of the works that satisfies the additional-point items for distinctive works of 6.5 of this standard may, as prescribed, be given the additional points directly after the comprehensive evaluation; once these additional-point items have been used here, however, they shall not be used again in the subsequent evaluations of the unit construction, of the sub single works, of the single works and of the unit works.

9.2.7 a) The comprehensive evaluation of the construction quality of the structure of the works shall comply with the following provisions: the evaluation score of the construction quality of the structure of the works shall be given in accordance with Table 10.

9.2.7 b) The evaluation score of the structure of the works shall comply with the following formulas: P3 equals (A plus B) divided by 0.50, plus F; or P4 equals (A plus B) divided by 0.80, plus F. In the formulas: P3 is the comprehensive evaluation score of the construction quality of the structure of a building; P4 is the comprehensive evaluation score of the construction quality of the structure of a structure; A is the score actually obtained for the weight of the foundation and pile foundation works; B is the score actually obtained for the weight of the structure works; F is the additional score for the distinctive features of the works; 0.50 (0.80) is the sum of the proportions, that is 10 % (20 %) and 40 % (60 %), that the foundation and pile foundation works and the structure works represent in the weight of the works.

9.2.7 c) When an underground waterproofing layer is present, the evaluation score of the structure of the works shall comply with the following formulas: P3 equals (A plus B multiplied by 95 %, plus G multiplied by 40 % multiplied by 5 %) divided by 0.50, plus F; or P4 equals (A plus B multiplied by 95 %, plus G multiplied by 60 % multiplied by 5 %) divided by 0.80, plus F. In the formulas, G is the evaluation score of the underground waterproofing layer, which represents 5 % of the weight of the structure works.

9.2.8 When the structure of the works comprises two or three among concrete structure works, steel structure works and masonry structure works, the evaluation score of the structure of the works shall be a comprehensive score of the structure obtained from the proportion and the importance that each type of structure represents within the sub single works.

Example 1 to 9.2.8: in a sub single works whose structure comprises the three types of structure works, that is concrete structure, steel structure and masonry structure, where the concrete structure works represents 70 %, the steel structure 15 % and the masonry (infill walls) 15 %, then, in accordance with 10.2.2 of this standard, the comprehensive score of the structure works is obtained by taking the concrete structure as 70 %, the steel structure as 20 % and the masonry works as only 10 %; therefore in the formula of 9.2.7 of this standard B is taken as 0.7 B of the concrete plus 0.2 B of the steel structure plus 0.1 B of the masonry.

Table 10, the comprehensive evaluation table of the construction quality of the structure of the works, lists for the foundation and pile foundation works and for the structure works (including the underground waterproofing layer), in the columns due score and score actually obtained, the following evaluation items and due scores: site quality assurance conditions 10 and 10; performance testing 35 and 30; quality records 30 and 25; dimensional deviations and measurement of the limit values 10 and 15; perceived quality 5 and 10; management and state of implementation of the mandatory provisions 10 and 10; total 100 and 100.

Table 10 further gives the scores actually obtained for the weights of each part: for the sub single works of the main plant building and of the other building works, A equals the score of the foundation and pile foundation works multiplied by 0.10 and B equals the score of the structure works multiplied by 0.40; for the sub single works of structures, A equals the score of the foundation and pile foundation works multiplied by 0.20 and B equals the score of the structure works multiplied by 0.60; the table is completed with the construction quality score of the structure of the works, with the additional score of the distinctive-works additional-point items and with the signature and the date of the evaluation personnel.

9.3.1 The focus of the construction quality evaluation of the erection specialty unit constructions shall be placed on the inspection of the raw materials on arrival at the site, on the inspection of the equipment at unpacking, on the quality control of the working procedures of the erection process and on the testing of the functional effect.

9.3.2 a) The quality grade of an erection specialty unit construction shall be self-evaluated by the construction contractor, re-examined by the supervision organization and verified by the owner or by its authorized representative.

9.3.2 b) Unit constructions whose total score of the construction quality evaluation is 85 points or above (85 points included) are evaluated as excellent works; those with 92 points or above are evaluated as excellent works of the high-quality grade.

9.3.2 c) The construction quality evaluation of a unit construction comprises five construction sites (ranges): equipment erection, piping erection, electrical device erection, instrumentation and control erection, and anti-corrosion and thermal insulation; the construction sites (ranges) shall be given the corresponding weights according to their importance within the unit construction, to their degree of difficulty and to the amount of work; the assignment of the weights of the construction sites (ranges) may be drawn up with reference to Table 11 and to Table 12.

9.3.3 The construction quality of a unit construction shall not be evaluated as excellent whenever any one of the following situations occurs: a) use of materials, equipment or products whose use has been expressly forbidden by the State; b) the evaluation of any one of the parts (specialties) contained in the unit construction does not reach 85 % of the standard score.

9.3.4 a) Grade evaluation and grade taking of the quality of the construction sites: the quality evaluation of each part shall comprise five evaluation items, that is the quality assurance conditions of the construction site, the performance testing, the quality records, the dimensional deviations and the measurement of the limit values, and the perceived quality.

9.3.4 b) Each evaluation item shall be given the corresponding weight according to the amount of work that it represents within that construction site or within the system and according to its importance; the assignment of the weights of the contents of each evaluation shall comply with the provisions of Table 13 to Table 18.

9.3.4 c) When a construction site (range) is missing, the weights are assigned in proportion to the actual amount of work, but shall be taken as whole numbers; when an evaluation item or an evaluation content is missing, the score is calculated as a percentage rate.

Table 15 gives the weight assignment of the evaluation items of the construction sites (ranges) of the communication systems and of the plant area surveillance and control systems, where the quality assurance conditions of the construction site have a weight of 15 for the electrical device erection, the other columns being not applicable.

10 Quality evaluation of the construction sites (ranges)

10.1 The method for the quality evaluation of the construction sites (ranges) sets out how the evaluation score tables are used, how the inspection results of each specific inspection content are converted into the score of the evaluation item and how these are then converted into the weights of the corresponding tables of clauses 9.1 and 9.3.

10.2 The quality evaluation of the construction sites of the civil specialty gives the evaluation score tables for the foundation and pile foundation works, for the structure works (concrete, steel and masonry structures), for the roofing works, for the decoration and finishing works and for the building erection works.

10.3 The quality evaluation of the construction sites (ranges) of the erection specialty gives the evaluation score tables for the equipment erection, for the piping erection, for the electrical device erection, for the instrumentation and control erection and for the anti-corrosion and thermal insulation of the systems of the conventional island and of the auxiliary supporting facilities.
