Scope
NB/T 10348-2019 is the English-translated version of 水电工程水库蓄水应急预案编制规程.
NB/T 10348-2019 tells owners of Chinese hydropower projects how to write the emergency response plan for reservoir impoundment, covering the period from closure of the diversion structures until the reservoir reaches its normal storage level.
The plan opens with a cover and preparation notes, then analyses risks such as floods above the design standard, discharge facilities that fail, leakage, bank instability, overtopping, dam break and flooded powerhouses, supported by flood routing and flood risk maps.
Emergencies are graded in four levels, from I (particularly major) to IV (general), followed by organisation, monitoring and early warning, response, post-event handling, safeguards and plan management, in the format of GB/T 29639. Issued on 30 December 2019, it has applied since 1 July 2020.
