Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard is proposed and managed by the State Forestry Administration.
This standard was drafted. Afforestation and Greening Management Department of the State Forestry Administration and Investigation Planning and Design Institute of the State Forestry Administration.
Introduction
Increasing forest carbon sequestration through carbon sink afforestation activities is one of the important means for forestry to cope with climate change. Carbon sinking is to increase forest carbon the main purpose is to carry out afforestation activities with special requirements for the implementation of carbon sink measurement and monitoring in the whole process of afforestation and forest growth. especially There are special requirements in afforestation site selection, baseline survey, carbon sink measurement and monitoring, etc. It is necessary to investigate and record project scenarios and project activities.
Related content. The existing "Technical Regulations for Afforestation" (GB/T 15776-2006) cannot meet the requirements for standard carbonation afforestation activities. For the section to study and standardize the carbon sink afforestation project activities, the "Technical Regulations for Carbon and Afforestation" was formulated.
This standard considers the United Nations Framework Convention on Climate Change (UNFCCC) on afforestation and reforestation under the Clean Development Mechanism (CDM).
The requirements of the target activities, combined with the actual situation in China, the qualification judgment, baseline selection and baseline survey of carbon sinks, and the foundation of the project the determination of the line time and so on gives clear provisions for the development of carbon sink afforestation activities in China, and promotes the afforestation project to participate in carbon trading.
