This document gives guidance on classifying the application scenarios of artificial intelligence in a smart city: the domains in which AI is deployed across urban management, and how those deployments are grouped and described. Chinese cities have been buying AI systems faster than anyone has been describing what they do. A classification is the precondition for everything that follows - procurement that compares like with like, evaluation that means something, and eventually regulation that can name what it is regulating. This document is that first step, published in 2023 and now the reference the later AI documents build on.
