1 Scope

GB/Z 40954.2-2021 describes what a standardization professional needs to be able to do. It is a job almost nobody trains for: people arrive in standards work from the technical field they came out of, and then discover that the work is only partly technical - it is also drafting, consensus-building among parties with commercial interests in the outcome, understanding how a standard interacts with regulation and with international bodies, and knowing when a requirement is testable and when it merely sounds like one. That knowledge has traditionally been passed on informally, which makes it uneven and makes hiring and training hard to organise. This part specifies the competences - the knowledge, skills and personal qualities - required of standardization professionals working in standards-related organizations, as distinct from those working within enterprises, which another part addresses. As a GB/Z it is a guiding technical document, appropriate for describing competence rather than certifying it.
