GB/Z 106-2025 is the English-translated version of 质量管理体系 组织变革管理 过程.

GB/Z 106-2025 is the Chinese national guidance document, identical to ISO/TS 10020:2022, that describes the processes for managing organizational change within a quality management system. It organizes the work into governance, management and implementation processes, covering change scenarios, stakeholder identification, intervention definition, problem identification and change management reporting. A change matrix is used to measure how far affected stakeholders have progressed, and informative annexes give process documents, general elements for documents and records, and a clause-by-clause comparison with ISO 9001. The approach is risk-based and can be applied to whole organizations, projects or smaller activities. It is meant for change initiators, change drivers, change team members and project managers. Introduction

The purpose of this document is to describe the process of Organizational Change Management (OCM), which organizations can use when conducting any form of organizational change management.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 Aggregation model

A comprehensive view of the current state of organizational change.

Note: The overall view shows the position of the relevant party (3.3) on the change matrix (3.2).

3.2 Change matrix

A two-dimensional array representing the relationship between the product or service realization phase and the organizational change phase.

Note: The product or service realization stage is represented by the x-axis, and the organizational change stage is represented by the y-axis.

3.3 interested party; stakeholder

An individual or organization that can influence, is influenced by, or believes itself to be influenced by a decision or activity.
