Scope
GB/T 9999.1-2018 is the English-translated version of 中国标准连续出版物号 第1部分：CN.
GB/T 9999.1-2018 is Part 1 of the China standard serial number and deals with the China serial number (CN), the unique code that the State Council publication authority assigns to serial publications published in the People's Republic of China.
It specifies the structure and format of the CN, with its prefix, subject code and additional codes, how numbers are allocated and managed, and where and in what font size the CN is printed or displayed on newspapers, journals, network serials and continuous electronic publications, and together with the ISSN.
It also defines CN metadata, and normative annexes give the regional codes, the periodical classification table and the metadata elements. The ISSN is dealt with in Part 2.
It partially replaces GB/T 9999-2001, was issued on 7 June 2018 and has applied since 1 October 2018.

Foreword
The GB/T 9999 "China Standard Serial Number" is divided into two parts.
--- Part 1. CN;
--- Part 2. ISSN.
This section is Part 1 of GB/T 9999.
This section was drafted in accordance with the rules given in GB/T 1.1-2009.
This section partially replaces the CN part of China Uniform Serial Publication Number GB/T 9999-2001 "China Standard Serial Number".
The main technical changes compared with GB/T 9999-2001 are as follows.
--- Modify the scope (see Chapter 1, Chapter 1 of the 2001 edition);
--- Modified normative references (see Chapter 2, 2001, Chapter 2);
--- Modified terms (see 3.1 and 3.2, 3.1.2 and 3.2 in 2001 edition), added related terms (see 3.3~3.7), deleted no Related terms (see 3.1, 3.1.1, and 3.3 in the 2001 edition);
--- Move the relevant content of serial number of international standards into GB/T 9999.2 (see 4.1, 5.1.2 and Appendix of 2001 edition) A);
--- Changed the textual representation of the content (see Chapters 4 and 5, Chapters 4 to 6 of the 2001 edition);
--- Expanded Beijing and Shanghai area codes, Beijing added "09" area code, Shanghai added "30" area code (see 4.3.2 and Appendix A);
--- With reference to the fifth edition of the "Chinese Library Classification", the periodical classification table is improved (see Appendix B);
--- Expands metadata based on management requirements (see Chapter 7 and Appendix C, Chapter 7 of the 2001 edition).
1 Scope
This part of GB/T 9999 specifies the structure and format, distribution and management, printing and display position of a uniform serial number in China. And metadata.
This section applies to serial publications that have been approved for publication by the administrative department of publication of the State Council.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 National Unified Serial Number
Domestic Unified Number
The unique code assigned by the administrative department of publication of the State Council to serial publications published within the People's Republic of China.
Note: Rewrite CY/T 50-2008, definition 2.26.
3.2 Serial
Usually have a number, no scheduled end date, a fixed name, a continuous volume or a publication published by the division.
Note: Serial publications include periodicals, annual publications, newspapers, and serials. [CY/T 50-2008, definition 2.58]
3.3 Newspaper
A type of serial publication that uses news as its main content. [CY/T 50-2008, definition 5.89]
3.4 Periodical
Magazine
A type of serial publication that is published regularly and publishes more than one year a year, often bringing together multiple articles. [CY/T 50-2008, definition 5.95]
3.5 Network serials
Continuous publications that are continuously integrated or updated and published to the public through the Internet.
Note: Network serial publications include online newspapers and online journals.
