1.Structure and drafting rules for standardization documents" Drafting. This document is Part 99 of GB/T 4706 "Safety of Household and Similar Electrical Appliances". GB/T 4706 has been published as follows part.

This document replaces GB 4706.99-2009 "Particular requirements for safety of heat storage electric hand warmers for household and similar electrical appliances" and Compared with GB 4706.99-2009, in addition to structural adjustments and editorial changes, the main technical changes are as follows:

a) The definitions of hard shell heat storage electric hand warmer and flexible heat storage electric hand warmer have been deleted (see

3.103 and 3.104);

b) Added a symbol equivalent to the text "No Overwriting" (see 7.1);

c) Added the warning "Do not add heat storage liquid medium by yourself" (see 7.12);

d) Added regulations on the location of markings on heat storage electric hand warmers (see 7.15);

e) Deleted the content of flexible heat storage electric hand warmers that users can add liquid to (see

19.2 of the.2009 edition);

f) The mechanical strength requirements for flexible hand warmers and the corresponding test devices have been deleted (see

21.102 and Appendix AA of the.2009 edition);

1 Scope

GB/T 4706.99-2024 is Part 99 of the Chinese household appliance safety series and covers thermal-storage hand warmers - the rechargeable hand warmers that heat a sealed liquid or phase change filling and then hold the heat. They are sold in enormous numbers in northern China each winter, cost very little, and have a failure mode that few other appliances share: a thermostat that fails closed keeps heating a sealed vessel until it bursts, spraying near-boiling liquid, and the user is holding it against their body. The standard follows the structure of the general safety standard, setting the particular requirements clause by clause: marking and instructions, protection against access to live parts, input and current, heating, leakage current and electric strength both at operating temperature and after humidity treatment, transient overvoltage, moisture resistance, transformer overload protection, abnormal operation, stability, mechanical strength, construction, internal wiring, components, terminals, earthing, creepage distances and resistance to heat and fire. It takes effect on 1 August 2026.

This chapter of GB/T 4706.1-2024 is replaced by the following. This document specifies the safety requirements for heat storage electric hand warmers and similar appliances for household and similar purposes. This document applies to appliances with a rated voltage not exceeding 250 V and also to controlgear supplied with the appliances. This document deals with appliances that present common hazards that are encountered by all people in and around the home. However, generally speaking this document does not take into account the following situations.

--- The following groups of people (including children) cannot use the appliance safely without supervision or guidance. - due to physical, sensory or mental impairment; or - Due to lack of experience and knowledge.

--- Children's play equipment.

Note 101: Pay attention to the following.

--- For equipment intended for use in vehicles, ships or aircraft, additional requirements may be required;

--- National management departments may impose additional requirements on equipment.

--- Appliances intended for use in special environments where corrosive or explosive gases (e.g. dust, steam or methane) are often produced;

--- Electric blankets, heating pads and similar flexible heating appliances (GB/T 4706.8);

3.1.9 Replaces. Normal operation The appliance operates under the following conditions.

--- Place the heat storage electric hand warmer horizontally or as required by the instructions and connect it to the power supply. When all heating elements are de-energized for the first time, disconnect the power supply.
