GB/T 47013.1-2026 is the Chinese national standard covering breaking a standard into reusable modules - the master structure that holds them, the configuration by which a particular standard is assembled from shared modules, and the versioning of a module used in many documents at once. Part 1 of the series, first edition. It is the same idea as modular technical documentation, applied to standards themselves. It was issued on 28 January 2026 and has been in force since 1 August 2026, as a first edition. The document is under the responsibility of the Standardization Administration of China. This page is published from the official record of the 2026 edition; the clause text of a standard this recent is not yet in circulation, and the figures, limits and tables it contains are those of the document itself, delivered in full with the English translation.

Standard digitization is an important development direction for the integration of standardization and digital technology in my country, which will not only give rise to new forms and contents of standards. Organizational structure has a profound impact on the concepts and methods of standardization. As a normative document, standards vary in content. There is a certain degree of similarity. By leveraging digital technology, this similarity can be fully utilized to modularize standard content, and rules can be applied to categorize the standard content... The modules can be arranged, combined, or instantiated to enable efficient use in various business scenarios. On the one hand, by establishing a main structure and content modules, the standard... Unnecessary diversification, such as arbitrary compilation and redundant definitions, should be avoided to improve the standardization of standard content; on the other hand, in the context of digitalization, support should be provided. In digital environments, standardization activities have shifted from a document-centric to a content module-centric approach, implementing standardized content through methods such as module configuration. The auxiliary organization and generation maximize the common use and reuse of common content in the standard. The standard content consists of several hierarchical modules. Achieving modularity in the standard requires, on the one hand, establishing a universal and configurable standard. On the one hand, it's necessary to establish the main content structure; on the other hand, it's also necessary to develop standard modules for configuration on top of the main structure. This involves summarizing and refining similar structural relationships across different standards. As the main structure of standard content, common expressions for similar content are summarized and condensed into a module main model. Therefore, GB/T 47013 "Standard Content Modules" The document outlines the general technical requirements for establishing and applying the main structure and module model of the standard content, and is proposed to consist of two parts.
1.General Technical Requirements for Main Structure and Configuration. The aim is to address the poor versatility of standard structures and provide requirements for their application in various configurations. General technical requirements for establishing and configuring the main structure of standard content in a digital environment, supporting common hierarchical structures in standard content. Same use and reuse.
2.General Technical Requirements for Module Master Model and Instantiation. The aim is to address the issue of the universality of similar standard content, providing... The document outlines the general technical requirements for establishing and instantiating the module master model within a standard digital environment, supporting common content within the standard. Shared use and reuse. GB/T
1.1 and GB/T 20001, as fundamental national standards in my country, have provided guidelines for the general structure and content of these standards. Several rules possess broad applicability and universality. The "Standard Content Modularization" aims to establish and use a common structure and modules for standard content. The purpose is to further extend and expand upon the rules of GB/T
1.1 and GB/T 20001, and propose relevant general technical requirements to meet the needs of... A more detailed and richer application of standard content under digital conditions. This document, as Part 1 of GB/T 47013 "Modularization of Standard Content", aims to provide a framework for modularizing standard content. The establishment and configuration of standard content provides guidance for the main structure, establishes corresponding behavioral order, and has the effect of improving the structural standardization and universality of similar standards. Significance. Standard content modularization Part

This document establishes the general principles for creating and configuring the main structure of standard content, and specifies the creation of the main structure and the standard configuration based on the main structure. General technical requirements for configuring the structure. This document is applicable to individuals, organizations, and institutions that establish a standard content master structure and configure it to obtain instantiated standards. structure.
Note. Without causing confusion, the "standard content main structure" in this document is referred to as the "main structure".
