1 Scope
GB/T 46707-2025 is the Chinese national standard covering counting a multimodal consignment once instead of once per leg - the definitions of what qualifies as multimodal, the unit of account, and the calculation that stops the same container being reported three times in national statistics. First edition, in force from 1 February 2026. Issued on 31 October 2025, it has been in force since 1 February 2026.
This document specifies the classification and calculation indicators for multimodal transport volume, and describes the calculation methods for these indicators. This document applies to the calculation of cargo multimodal transport volume.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 The transport of goods in which a multimodal transport operator and a shipper enter into a multimodal transport contract.
3.2 In multimodal transport operations, goods are loaded onto a single type of transport unit, and no changes are made to the goods themselves during transshipment between different modes of transport. Cargo transportation for operational purposes.
3.3 The total volume of multimodal freight transport and the turnover of multimodal freight transport completed in multimodal transport operations.
4 Calculation and Classification
4.1 Classification by Multimodal Transport Organization Form Multimodal transport organization forms include single contract multimodal transport and unit multimodal transport.
4.2 Classification by Multimodal Transport Mode Multimodal transport includes road-rail intermodal transport, rail-water intermodal transport, road-water intermodal transport, road-rail-water intermodal transport, air-road intermodal transport, air-rail intermodal transport, river-sea intermodal transport, and others.
