Comprehensive assessment of losses from particularly severe natural disasters is an important basis for verifying the disaster situation, carrying out disaster relief and assistance, and formulating post-disaster recovery and reconstruction plans. The Regulations on Natural Disaster Relief stipulate that after the disaster situation stabilizes, the people's government at or above the county level in the affected area, or the people's government's emergency natural disaster relief mechanism, shall provide assistance. The comprehensive coordination agency shall assess, verify, and publish information on natural disaster losses. For particularly severe natural disasters, the "National Natural Disaster Relief..." The emergency response plan requires that, after the disaster situation stabilizes, emergency management should, in accordance with the unified deployment of the CPC Central Committee and the State Council regarding disaster assessment and reconstruction, [follow the instructions of the relevant authorities]. The Ministry, in conjunction with relevant departments of the State Council, guided the people's governments of the affected provinces (autonomous regions and municipalities) to organize and carry out comprehensive assessments of disaster losses, in accordance with relevant regulations. The relevant regulations stipulate that disaster loss information should be released in a unified manner. This document aims to standardize the comprehensive assessment of losses from particularly severe natural disasters and guide the scientific assessment of disaster extent and physical damage. Estimating and assessing direct economic losses will improve the scientific rigor and standardization of comprehensive assessments of losses from particularly severe natural disasters, thus providing a basis for disaster assessment, disaster relief, and rescue efforts. It provides important support for disaster relief and post-disaster recovery and reconstruction planning, and improves the level of disaster management. 1 Scope

GB/T 46450-2025 is the Chinese national standard covering putting a figure on what a major disaster destroyed - the direct losses to housing, infrastructure, agriculture and industry, the indirect losses from interrupted production, the survey and the valuation methods, and the reporting the recovery funding rests on. 3 Terms and Definitions

The terms and definitions defined in GB/T 26376-2010, as well as the following terms and definitions, apply to this document.

3.1 Natural disaster Events or phenomena caused by natural factors that damage human life, property, social functions, and the ecological environment.

3.2 According to the "National Natural Disaster Relief Emergency Plan," if the losses suffered in a province (autonomous region, or municipality) reach the level required to activate the national natural disaster relief emergency plan, then... 3.5 Natural disasters directly impact housing and household property, agriculture, forestry, animal husbandry and fisheries, industry, services, infrastructure, public services, resources and the environment. The quantity of physical losses suffered by various disaster-bearing entities in the environment and other fields under different degrees of damage.

3.6 Replacement price Repurchase using the same materials, construction or manufacturing standards, design, specifications and technology as the damaged entities, at current price levels. The cost of materials and labor required to build a completely new physical object identical to the damaged statistical object.
