1 Scope

GB/T 46401-2025 is the Chinese national standard covering caring for residents with dementia - the assessment on admission and its repetition, the environment and the wayfinding that reduce distress, the daily routine and the activities, the handling of wandering and of agitation, and the staff training behind all of it. First edition, under the Ministry of Civil Affairs, and already in force. Issued on 5 October 2025, it has been in force since 5 October 2025.

This document establishes the principles for the care of elderly people with cognitive impairment in nursing homes, and outlines the guarantees, content, and procedures for care services. Guidelines. This document applies to elderly care institutions providing care services for seniors with cognitive impairment.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 cognition The human brain receives external information, processes it, and transforms it into internal psychological activities, thereby acquiring or applying knowledge.

Note. Cognition includes learning and memory, language, executive function, complex attention, perceptual-motor function, and social cognitive function.

3.2 Cognitive impairment One or more cognitive domains are impaired or experience functional decline. [Source: GB/T 44714-2024, 3.1]

3.3 Cognitive impairment refers to the impairments in perception, thought content, mood, and behavior experienced by older adults.

Note. Psychiatric symptoms include anxiety, depression, verbal or physical aggression, wandering, repetitive speech, screaming, sleep disturbances, delusions, and hallucinations.

4 Care Principles

4.1 Respect and Understanding Respect the lifestyle, personality, outlook on life, and values of elderly people with cognitive impairment; understand their feelings and behaviors; and pay attention to their physiological and psychological needs. We request that their rights to autonomy and privacy be protected during the care process, and that their dignity and sense of value be upheld.
