Introduction

To implement the "13th Five-Year Plan for the Construction and Networking of Public Security Video Surveillance" and the "Opinions on Strengthening Public Security Video Surveillance" The document "Several Opinions on Building Networked Applications" (NDRC High-Tech [2015] No. 996) requires the establishment of a unified network architecture and standards.

Upgrade and expand the existing national e-government extranet or construct a national e-government extranet video transmission network to ensure public safety video surveillance.

This includes enabling information exchange and sharing across regions, departments, and levels, and standardizing and guiding the construction of networks for sharing and exchanging public security video and image information.

This document is hereby prepared.

Public Security Video Image Information Sharing and Exchange Network Technical Requirements

1 Scope

This document specifies the overall network requirements, technical requirements, quality requirements, and management requirements for carrying public safety video image information sharing and exchange services. Reasonable requirements, etc.

This document is applicable to guiding the construction of networks that carry public safety video image information sharing and exchange services.

3 Terms and definitions, abbreviations

3.1 Terms and Definitions

The terms and definitions defined in GB/T 46361-2025 and GB/T 28181-2022, as well as the following terms and definitions, apply to this document.

3.1.1 National e-government network

Serving government departments at all levels, including Party committees, people's congresses, governments, CPPCC committees, courts, and procuratorates, to meet their needs in economic regulation, market supervision, and social management.

Non-classified government public networks needed for governance and public services.

3.1.2 Video access terminal

Terminal devices that access video images through a video image sharing and exchange platform.

3.1.3 Departmental government network

The extension of the national e-government extranet to government departments at all levels is constructed and maintained by the respective government departments themselves.
