GB/T 45527-2025 is the Chinese national standard covering counting the carbon saved when a process switches from coal, fuel oil or gas to electricity — the project boundary and the emission sources inside it, the baseline scenario that stands for what would have happened without the project, the emission factor of the displaced fossil fuel, the emission factor of the electricity drawn, which decides whether a substitution is a saving at all, the monitoring, and the assessment report. First edition, under the China Electricity Council. In force from 1 August 2025. Issued on 25 April 2025, it has been in force since 1 August 2025.

1 Scope
This document defines the terms and definitions for evaluating greenhouse gas emission reductions of electricity replacement projects and specifies the greenhouse gas emission reductions of electricity replacement projects.
Emission assessment content (including project boundary and emission source identification, project and baseline scenario determination, emission reduction calculation, monitoring and data quality management) management, preparation of emission reduction assessment reports) and calculation of greenhouse gas emission factors and emissions.
