Guidelines for Classification and Coding of Enterprise Procurement Materials

1 Scope

GB/T 45309-2025 gives the Chinese guidelines for classifying and coding the materials an enterprise procures. Every large company ends up with a material master that has grown by accretion, in which the same item exists under four codes and no two divisions classify alike; the cost is invisible until someone tries to consolidate spend, negotiate on volume or connect the system to a supplier's. The standard sets the general principles a classification must satisfy, the classification and coding method itself, and, most usefully, the association mapping between an enterprise scheme and the external schemes it has to interoperate with. Informative annexes introduce the United Nations Standard Products and Services Code and the other reference classifications, so that a Chinese enterprise scheme can be related to the international ones rather than standing alone. For a company building or rationalising a material master in China, or for a supplier that must map its catalogue onto a Chinese customer's, this is the reference. It takes effect on 1 September 2025.

This document provides the overall principles for the classification and coding of enterprise purchased materials, guidance on classification and coding methods and associated mapping. This document applies to the construction and application of enterprise procurement material classification and its codes.

3 Terms and definitions

5 General Principles

5.1 Enterprises should give priority to using some or all categories of UNSPSC or GPCC as the classification codes for their purchased materials.

5.2 If enterprises construct their own classification codes for purchased materials, they should follow national and industry standards and establish links with UNSPSC or GPCC. Mapping relationship.
