1 Scope

GB/T 45241-2025 specifies the data of the Chinese official vehicle management platform, the system through which government fleets are registered, dispatched, tracked and audited. The platform exists for a reason that shapes the whole specification: official vehicle use is a standing target of anti-corruption supervision in China, and the data model has to support after-the-fact scrutiny of who used which vehicle, when, on what authority and for what journey. The standard sets the basic requirements, then the representation of data items, their names, data types, formats and value domains, and then the data itself by domain: the vehicle record and its lifecycle from procurement through allocation and maintenance to disposal, the driver and user records, the application and approval of a journey, the dispatch and the trip record with its positions and mileage, the fuel and cost records, and the supervision and statistical data derived from them, together with the interface and exchange requirements.
