GB/T 44869-2024 is the Chinese technical specification for green packaging of toys and childcare articles. Toy packaging is an unusually large and visible waste stream, elaborate by design, largely composite, and it reaches a household with a small child, which makes both its environmental and its safety requirements sharper than for general goods. The standard sets the basic requirements and then the requirements on materials, their physical and mechanical properties and the chemical substances permitted, with limits on heavy metals, phthalates and other substances of concern; on the design of the packaging, its reduction, its avoidance of unnecessary voids and layers, its separability into recyclable fractions and the elimination of composite materials that cannot be separated; on the recycled content and the recyclability; on the printing inks and adhesives; and on the marking and the information given to the consumer. It then sets the evaluation and verification methods. It takes effect on 1 December 2025.

This document specifies the basic requirements for green packaging of toys and children's products, as well as the material, restriction of excessive packaging, recycling and life cycle. The requirements for long-term environmental impact analysis are described, and the corresponding testing and evaluation methods are described. This document applies to various minimum sales packaging of toys and children's products, such as disposable, reusable, and reserved. This document does not apply to packaging for storage or transportation of toys and children's products. This document does not apply to children's food and cosmetic packaging.
