1 Scope

GB/T 44668-2024 specifies how services for visually impaired children under six should be run. The age range is the whole point: the visual pathways and, with them, spatial understanding, motor development and the foundations of language develop in these years, and what a child does or does not experience during them has effects that later education cannot undo. Early intervention works - but it depends on reaching the child early, on the practitioners knowing what to do, and on the family being taught to carry it into daily life, since the hours a specialist spends with a child are trivial beside the hours the parents do. Provision has been uneven, with services differing in what they offer and no basis for a family to judge one. This document defines the terms and definitions for early intervention services for visually impaired children aged 0 to 6, establishes the service principles, and specifies the basic requirements, the service processes and the service content. Under ICS 11.180 and CCS C45, it is written for early intervention institutions and special education services, for the disability and health authorities that fund and supervise them, and for the families using them.

This document defines the terms and definitions of early intervention services for visually impaired children aged 0 to 6 years old, establishes service principles, and stipulates basic Requirements, service processes, service content, verification methods, service evaluation and improvement.
