1 Scope

GB/T 44024-2025 sets the basic requirements for protecting rights and interests in scientific data. China has built national scientific data centres and requires publicly funded data to be deposited and shared, which immediately raises the question the standard exists to answer: who holds what rights in a dataset, and what does a producer get in return for depositing it. The standard sets the objectives and principles and then works through the parties in turn: the producers, their definition, their responsibilities and the benefits and recognition due to them, and equally the data centres, the users and the funders, with the rights, obligations and legitimate interests of each. It then covers the mechanisms that give effect to them, the attribution and citation of data, the licensing and the conditions of use, the embargo and priority arrangements that protect a producer before publication, the handling of derived data, and the resolution of disputes. It took effect on 24 January 2025.

This document stipulates the basic requirements for the protection of scientific data rights and interests, including what should and can be done by all stakeholders in scientific data. This document applies to the protection of the rights and interests of all parties involved in scientific data during the production, management and use of scientific data.
