Scope
GB/T 43678-2024 is the English-translated version of 生态系统评估 生态系统服务评估方法.
GB/T 43678-2024 gives the Chinese methodology for assessing ecosystem services, the benefits that ecosystems provide to people. It is not an academic exercise in China: ecosystem service value is used in the gross ecosystem product accounting that provinces are now assessed on, in the ecological compensation payments made between upstream and downstream jurisdictions, and in the damage assessments that follow an environmental offence, so the method determines real transfers of money. The standard sets the classification of ecosystem services into provisioning, regulating, supporting and cultural, then the assessment framework and process, the selection of the services to be assessed for a given ecosystem and purpose, the indicators and the physical quantification of each service, water retention, soil conservation, carbon sequestration, air purification, flood mitigation, habitat provision, product supply and recreation among them, the valuation methods and their choice, the treatment of double counting, and the uncertainty, the presentation and the reporting of results. It took effect on 1 July 2024.

1 Scope
GB/T 43678-2024 gives the Chinese methodology for assessing ecosystem services, the benefits that ecosystems provide to people. It is not an academic exercise in China: ecosystem service value is used in the gross ecosystem product accounting that provinces are now assessed on, in the ecological compensation payments made between upstream and downstream jurisdictions, and in the damage assessments that follow an environmental offence, so the method determines real transfers of money. It took effect on 1 July 2024.
This document describes the assessment content and process, assessment indicator system and assessment methods of ecosystem services. This document is applicable to the assessment of ecosystem services such as forests, grasslands, lakes, etc. in administrative areas and other natural geographical areas.
