GB/T 43439-2023 gives organisations a maturity model for digital transformation and a way of scoring themselves against it.
The model is built from maturity levels, capability domains and maturity requirements, and the requirements are set out domain by domain for organisation, technology, data, resources, digital operation, digital production and digital services; the standard then describes the assessment content and process, the pre-assessment and formal evaluation stages and the publication of results, and the level determination with its scoring method, domain weights and calculation method.
It defines digital technology, data-driven business, digital operation and assessment domain, and it quotes GB/T 36073-2018. Clause 1 applies it to transformation strategy, planning and implementation as well as to assessment. Issued on 27 November 2023, it has applied since 1 June 2024.

1 Scope
This document establishes the components of a maturity model for digital transformation, stipulates maturity requirements, and describes the corresponding maturity assessment methods.
This document is suitable for digital transformation strategy formulation, business planning and work implementation, as well as maturity assessment of the transformation process.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Digital technology
Information technologies and their combinations used in the digital transformation process.
Note: Including but not limited to cloud computing, big data (data analysis), mobile computing, social computing, Internet of Things, intelligence, edge and personal domain computing, blockchain and Network security technology, etc.
3.2
Make use of the data accumulated in the business system to complete the closed loop of data value.
3.3 Data business
data-driven business models Focusing on the data accumulated in the business system, innovate new businesses with data as the business (transaction) object.
3.4 Digital operation
Realize related management activities within the organization through digital technology, including but not limited to the digital upgrading of finance, supply chain, marketing, etc. level to achieve organizational operating model changes and efficiency improvements.
3.5 Assessment domain

4 Model framework
The digital transformation maturity model framework is shown in Figure 1. The model framework is described by maturity levels, capability domains and maturity requirements. Among them, capabilities Domains are composed of capability subdomains.
