GB/T 45989-2025 is the English-translated version of 软件过程能力成熟度模型.

GB/T 45989-2025 is the Chinese national standard covering rating how well an organisation runs its software work, on five maturity levels and four groups of capability domains — strategy and governance, development and delivery from requirements through test to release and maintenance, management and support including configuration control, quality assurance, technical review and the software bill of materials, organisational process, performance, asset, personnel, supplier and risk management, and the tailoring rules that say which parts may be left out. It is the yardstick an acquirer uses to judge a software supplier, and an assessment body to certify one. First edition, in force from 1 February 2026. Issued on 1 August 2025, it has been in force since 1 February 2026.

Software Process Capability Maturity Model

1 Scope

This document establishes a software process capability maturity framework, which specifies strategy and governance, development and delivery, management and support, and organizational assurance.

Capability requirements for the four groups of capability domains at the five levels of maturity. This document applies to.

— Organize the construction, monitoring, evaluation and improvement of its own software process capability maturity;

— The acquirer evaluates the supplier's software process capability maturity;

— The assessment agency assesses the software process capability maturity of the assessed organization.

2 Normative references

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 process

A set of interrelated or interacting activities that transform inputs into outputs.

3.2 process capability

A characteristic of the ability of a process to meet current or anticipated business objectives.

3.3 capabilityarea

A set of capability subdomains (3.4) with similar capability characteristics.

3.4 capabilitysub-area

A set of capability requirements that achieve the same goal.

3.5 senior management

The management level in an organization that is responsible for setting strategy, providing and allocating resources, and assuming decision-making responsibilities.

3.6 strategy

The planning and strategy made by an organization for the overall and long-term software business development direction and goals within a certain period of time.
