GB/T 43155-2023 gives management and implementation guidance for the sustainable development of small towns. The international sustainable city standards are written for cities with planning departments, budgets and data; a Chinese small town has a few thousand to a few tens of thousands of people, a handful of officials, and none of that apparatus, yet it is where a very large part of the population lives and where the choices about land, water and energy are actually made. The standard follows a management cycle adapted to that scale: the organisational environment, the planning, the confirmation of the tasks to be undertaken, the performance evaluation and the continuous improvement. It took effect on 7 September 2023.

3 Terms and definitions

The terms and definitions defined in GB/T 40759-2021, GB/T 40761-2021 and the following apply to this document.

3.1 small towns smalltowns Small cities with a permanent urban population of less than 500,000, as well as administrative regions with a town system established in accordance with the law.
